compensation of victims' families

It has just to come to my attention that the United States has made a determination that the "Fund" will not be assisting the families/partners of gay or lesbian victims of the attack on Sept. 11, 2001. Please respond and PLEASE do your best to help me understand WHY and HOW you made the determination that someone who is homosexual leaves no dependent loved-ones in the wake of this tragedy. Please help me to understand WHY and HOW you decided that these partners of the victims could do without monetary assistance.
Have we reached the point in this country, given all that we have been through in our climb up the civil rights ladder, that we have to put into writing that gay and lesbian people are, in fact, AMERICANS?
And that these AMERICANS died in the same way that the other victims did, quite possibly assisting someone's straight friend or loved one. HOW can you or anyone choose? HOW can you decide WHO is a legitimate victim/American/recipient of assistance? My God, what does it take for you guys to quit writing rules about WHO, WHAT, WHEN, WHERE... and look around and see that we are all CHILDREN OF GOD?
You have the money. Just shut your mouths long enough to do some good. Don't look at their sex, color, religion, sexuality or national origin--just do the right thing. We know you can do it right if you just close your eyes.
