I think that this element of the compensation for the victums of the September 11th bombing to be unconcionable greed in the face of a disaster that can hardly be compensated adaquately by any money, much less by a standard that is obviously a cynical ploy to compensate the World Trade Center victums at the very minimum or bellow the minimum of what they should deserve.
