comments on Victims' Compensation Fund

In determining the size of the federal compensation awards, I
urge you:

1. Not to exacerbate the gap between the rich and the poor (which
has been growing in recent years)

2. To make sure that women and minorities are treated fairly.

3. To retain the cap on lost earnings, as set forth in your original
guidelines.

Money alone will not make the victims' families whole. Also, we have
other unmet needs in this country. So, I urge moderation, especially
at the top end.
