9-11 Fund, Distribution Idea

To whom it may concern:

I submit this comment in response to the protracted discussions over how to distribute the 9-11 fund monies fairly & equitably.

First I think one entity should collect and supervise ALL the monies donated to date.This will ensure the donor's intent--to give to the families--is protected and honored.

Secondly, as to a distribution plan, here is my idea: Divide the fund in half. Distribute one-half on a per capita basis and distribute the other one-half according to the decedent's " market value." Thus, satisfying the concepts of humanity and capitalism.

As to off-sets for pension and/or life insurance, I think the off-sets should exist, but the survivor's family should still be eligible for the per capita basis award as to compensation for loss due to terrorism and in exchange for waiving any lawsuit against the airline companies or their agents.
