Non - Economic loss payment

as the adult son of a victim who was retired, the amount of compensation
payable for my mother through the fund is minimal. My mother was travelling
on an international itenerary (which means she was covered by the IATA
agreement) and if President Bush had not retrospectively changes the law, we
would have received about 5 times the payment we could get from the fund.

We would be far better off if this fund was never created. Why should
American Airlines be given close to a billion dollars and we get a couple of
hundred thousand ?

I feel we are being forced into court by this fund.
