Dear Mr. Zwick:

Thank you for inviting public comments re the above.

I know that some people want to have these regulations exclude committed partners and
non-biological children of gay and lesbian victims from this fund.

It's inconceivable to me that human beings who suffered and suffer every bit as much as
any others resulting from September 11 and are every bit as entitled to equal help would
be excluded.

I look to you to ensure that these regulations treat everyone involved with complete
equality and basic human fairness.
