The "collateral offset" required by the statute is an incredibly biased
,unjust process by which the victim's are compensated.
Our loved ones are gone forever, and you want to penalize victims who had the
means to plan and save? Please do not base your compensation on what people
had. You are only hurting the children of this country. People who have
insurance have children. Treat everyone fairly.
