That they are being excluded from doing so is exceptionally lame given that a gay man, , helped to save the U.S. Capitol from the kind of attack visited upon the World Trade Center and the Pentagon. Your excuse that state law prevents you from making the funds available is unacceptable in light of the fact that people whom the INS would say are in the country "illegally" are being allowed to request compensation from the fund.
