Dear Sir:

Thank you for your response regarding the Victim Compensation Fund.

As I stressed in my first correspondence, the victims who have lost loved ones come first and foremost.

I urge you to revisit your rules regarding those who are in need of help, as residents next to Ground Zero were completely uprooted. I lived in peaceful neighborhood of Battery Park City for the past 13 years and had to leave my apartment and my life as I knew it. The Red Cross and Fema were prompt in helping us for the first month, and I am grateful. However, it takes more than that to go forward and rebuild your life.
