Charity over a certain amount should be considered a collateral source, in
my opinion.

Put a cap on it, clearly.

There is a potential for abuse, and we are all too human, all of us. And
this is not the end of terror attacks, but the closer to the beginning. A
lot of sentiment was unleashed by a nation not used to being attacked.

[By the way, I live 3.5 miles from ground zero and was here in NYC on 11
September, and I lost a lot of business, maybe for years to come.... and
I'll get nothing, and I ask for nothing.]
