This is clearly the bigoted ideology of the Religious Right, and is, I believe, outrageously unacceptable to most Americans. The argument about relying on the states is the same old "States rights" arguments that segregationists (Ashcroft, are you among them?) used for decades to impede the progress of civil rights legislation, and is an unwholesome and discredited direction for the U.S. to be taking.
