Unborn victims of terrorism
Regarding your Topic #5 on Claimant Eligibility, I request
that you consider those unborn children who were killed
along with their pregnant mothers as a result of the
September 11 terrorist attacks as "eligible victims."
I believe further that unborn victims of any violent act
should be considered and counted when charges are
brought against the perpetrator or when compensation
is required.
