Unless a sustainable model it is not right to pay out so much $

The administration and congress continually represent that there will be other significant homeland attacks. Therefore it seems that an average family payment of $1.6 Million is not an amount that is sustainable in an environment of decades of ongoing attacks that cause mass destruction and loss of life . It does not seem right to guarantee such a high amount for these initial major homeland attack victim families, unless we can be certain that American taxpayers can afford to sustained this type of payment to all future victim families for what may be decades.

Also, a rational I hear for this is the protection of the airlines from massive suits. Next time it might be a several cities water systems, electric utilities with nuke plants or major companies in our food processing and distribution system. Completely protecting the airlines does not provide incentive for these companies to make substantial investments to harden the critical support infrastructure for which they are responsible..
