September 11 Victim Compensation Fund

Dear Mr. Zwick:
Just a few hours ago, I learned about your request for public comments regarding forthcoming regulations for implementing and administering the "September 11 Victim Compensation Fund".
I understand that these regulations must be issued by December 21, 2001, so I hope my comments are not too late for consideration.
I have been told that there are individuals/groups on the "Radical Right" who would like to see certain groups (namely, surviving partners and children of gay and lesbian victims] excluded from the benefits of the Fund. I strongly urge you to ensure that the regulations issued concerning the September 11 Victim Compensation Fund will afford equal benefits to all surviving families of those killed. This would include "committed partners" and "non-biological children" of gay and lesbian victims.
It is my belief that the opinions I am expressing here are shared not only by members of the gay/lesbian population, but by those of us who feel strongly about respecting the bonds of these relationships and ensuring that compensation will be available, without discrimination, to all victims of the attack.
