Not just for some, but for all. Compensation to the bereaved should reflect this ideal. On September eleventh, the victims and heroes who died at the hands of the terrorists were of all races, genders, and sexual orientations. Compensation for their loss should be given to all of their households- not just those sactioned by the state. This transcendance of quotidian state law for the sake of honoring those who died has already been recognized for the households of illegal immigrants.
