don't change formula
don't bow to pressure - the formula is fair. The fact that their
distribution is diminished by what they will receive from other sources is
appropriate - None of those victims were any kind of heroes - they just went
to work that day and happened to be in the wrong place at the wrong time.
Why are their lives worth any more than any other victim? They should be
glad they are getting anything and stop complaining.
