determination of fund disbursement

I'm confused...

There is no denying that America has suffered a horrible tragedy. But why
is so much money being disbursed? What is the basis? How much money was
disbursed to civilian victims when Pearl Harbor was attacked? What's the
difference? Anyone of these people could have died in a car accident, or
some other unexpected cause...and as responsible providers, should have had
life insurance or savings in place to take care of their families, if they
were inclined to provide for their future. I can understand giving a token
amount...if you feel strongly about it, but "an average of $1.6 million"???
Why are parents/siblings/boyfriends/girlfriends eligible to apply? I can
see wanting to help provide for the loss of the family "bread winner", but
why are all of these peripheral people eligible?

I don't get it.

You are opening yourselves up to all kinds of precedent setting
situations...

How long is it going take for the (now quiet) descendants of Pearl Harbor
civilian victims, or for that matter, all descendants of any preserver of
the "American Way of Life"? I'm sure if I search hard enough, I can find a
family connection to someone whose life was lost to some aggression against
America. Actually, it probably doesn't even have to be family member...
