Sept 11 Victims Fund

Dear Mr Zwick,

I was reviewing the comments for the September 11 Victims Fund web site,
and must speak out against the concerted effort of the gay and lesbian
lobby.

I believe that the victims have become greedy, and the greediest are
those that have no right to my tax money.  Allowing the unmarried "partners"
of gays and lesbians to receive compensation legitimizes a lifestyle
that is not recognized legally.

If you include these unmarried "partners", then you would also have to
include those heterosexuals who were engaged, or living together, or
about to "pop the question", or regularly sleeping with someone.  What
a joke.

Fund

Let me start by explaining my situation. My name is &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp . I lost my husband &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp on 9/11. I have four little girls, &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp , 10, &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp , 7, &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp and &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp , 4. My husband was a partner at &amp;nbsp&amp;nbsp&amp;nbsp&amp;nbsp . He made well over  1,000,000 a year. How can you cap what you would give to the families yet bail out the airlines, etc.? Because the government and the airlines failed my children lost their father and I lost my 40 year old husband. Now my children may lose their way of life as well? How do I tell these four little girls who are in so much pain that not only is Daddy not coming back( which they still don't believe) but they can no longer live in their house or go to the school they go to.? Why did Fienberg lie and say to our faces that their will be no cap? No cap for the airlines but yet a cap for the families? My husband worked very hard to make the amount of money he did.He took the 6am boat in every day, worked very hard to give these little girls this life. He was targeted for the amount of money he made. He only went to work. The government FAILED to protect him.Now we are being discriminated against because he was successful. We lost him now we have to lose everything else? I would like Mr. Fienberg to come to my house and tell these devastated little girls to their faces that they have to move and leave their friends at school on top of everything else. It is a slap in the face to my husband to lump everyone who made 231,000 and over together. Why did he work so hard to give us so much only to lose everything at the hands of the government? They failed him and now they are failing his children. If this does not change I will have no choice to sue so my children will not lose more than they already have.

To Mr. Feinberg:

I am writing to urge you to ensure fair treatment for all surviving
families of the tragedy on
September 11th, including the children and families of low-wage workers
and gay and lesbian
families.

Under traditional rules based on lost wages, the survivors of a bond
trader earning millions of
dollars per year might receive thousands of times as much compensation
as the survivors of a
dishwasher in one of the restaurants destroyed.  Justice requires
looking far beyond the last
paycheck to the inherent worth of all those killed, so that a high
minimum compensation level is
set to lessen the disparities. It would be a double blow to the
survivors to first lose their
loved one and then watch as most of the taxpayer money went to those who
were already well off in
the first place.

The second major issue has to do with recognizing the legitimacy of gay
and lesbian relationships
and families. Gay and lesbian families are especially vulnerable when
one partner is killed.
Because the option of marriage is unavailable, these families may find
themselves in the
traumatic predicament of having to prove that their union is legitimate.
Fortunately, both the
Red Cross and the State of New York have already announced that they
will not discriminate
against gay and lesbian families. The Department of Justice should do
the same.

Thank you for considering my comments. I look forward to hearing how you
will act on these very
important issues.

Protect Traditional Marriage

Dear Mr. Zwick:

I want to express my opposition to any effort by the federal government to provide
9-11 victim compensation funds to "domestic partners" of unmarried
survivors of the terrorist attack upon our nation. 
Funds disbursed through the September 11th Victim Compensation Fund of 2001 should
only go to the surviving family members of those who died on 9-11. Funds must go
to the widows, widowers, orphans, and other blood-related or adopted members of
the family--not to unmarried sexual partners of those who died. To
provide funds to "domestic partners" is to undermine the traditional
definition of marriage and family to include any number of sexual liaisons
between same-sex or opposite-sex unmarried couples. Many homosexuals and
swinging heterosexuals, for example, engage in sex with multiple partners. Do we
provide funds to each of the sexual partners? Where do we draw the line on how
many "domestic partners" a person may have? Homosexual
activists are exploiting the 9-11 tragedy by asking the federal government to
redefine what constitutes a legitimate "family" under the law. In
fact, homosexual activist       writing in Out magazine
has openly called for the subversion of the concept of marriage between a man
and a woman. He has urged homosexuals to fight for the legalization of
homosexual marriages and once legalized to "redefine the institution of
marriage completely . . . . to debunk a myth and radically alter an archaic
institution. . . . The most subversive action lesbians and gays can under
take--and one that would perhaps benefit all of society--is to transform the
notion of 'family' entirely." If
the DOJ provides funds to "domestic partners," it will be helping
      accomplish his goal: That of redefining marriage and altering what he
calls an "archaic institution." 
We
also oppose September 11th Funds going to the estates of the deceased instead of
to their surviving family members. No one can know for certain where these funds
will end up if they are deposited in the estate of a person who has died. The
person may have willed his estate to a terrorist, racial hate group, or even to
an organization like the North American Man-Boy Love Association. No one will
know unless each person's will is examined by a DOJ lawyer. 
The
money should go to the surviving family members of the deceased, not to the
estate or to the surviving "domestic partner."

To Mr. Feinberg:

I am writing to urge you to ensure fair treatment for all surviving families of the 
September 11th tragedy, including the children and families of gay and lesbian Americans who
perished.

That you recognize the sanctity and legitimacy of gay and lesbian relationships and 
families as you make these crucial decisions is imperative. Gay and lesbian families are
especially vulnerable when one partner is killed. Because the option of marriage is
largely unavailable, these families often find themselves in the traumatic predicament of 
having to prove the legitimacy of their union. Both the Red Cross and the State of New
York have already announced that they will not discriminate against gay and lesbian
families. Our United States Department of Justice must follow suit.

As an American, I ask you to keep in mind the gay and lesbian citizen who serve
heroically as police, firefighters, soldiers, medical personnel and in other critical
occupations. We also must keep in mind the gay and lesbian Americans who donated to 
the compensation fund trusting that their gift would be distributed without prejudice. It
would be unconscionable to dispense their monies while denying the legitimacy, worth
and humanity of other gay and lesbian Americans.

Thank you for considering my comments. I look forward to hearing how you will act on
these very important issues.

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people

September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies.  An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds.  In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality.

Equal Access to Crisis Relief


December  19, 2001

Dear Mr. Kenneth Zwick,

I write as a member of Amnesty International, a worldwide human rights
movement committed to ensuring respect for the basic human rights of people
without discrimination, in support of equal access to benefits under the
September 11 Victims Relief Fund for all victims, regardless of sexual
orientation or marital status. As you know, the United States has
committed to uphold international human rights standards, including the
Universal Declaration of Human Rights and the International Covenant on
Civil and Political Rights, which prohibit arbitrary discrimination.
  
As you consider rules for administering the relief fund, I ask that you
apply basic international human rights standards, and the general principle
of equality, by including among relatives eligible for compensation those
who lost their life partners, as well as de facto parents or children,
without regard to sexual orientation or marital status.  The State of New
York has already adopted such a policy, granting compensation benefits "on
a showing of mutual interdependence with the victim, in recognition that
anyone who shared with the victim living expenses, day to day activities
and the emotional bonds of family deserves help in this time of need."

Many lesbian and gay people were killed in the September 11th attacks.
Since then, lesbian and gay surviving partners of those killed have had
mixed results in obtaining equal treatment at the local level in the
distribution of relief funds by private and state agencies.  An inclusive
policy on the part of the federal government would help establish an
important principle for other such funds.  In compensating victims, real
justice will be served only when all families - and all types of families -
impacted by the human rights tragedy of September 11 are treated with
dignity and equality. 

Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that all surviving victims of the September 11
attacks have equal access to the relief fund.

11th, including the children and families of low-wage workers and gay and lesbian families.

the restaurants destroyed. I am urging you to set a high minimum compensation level to 
lessen the disparities. 

The second major issue has to do with recognizing the legitimacy of gay and lesbian

partner is killed. Fortunately, both the Red Cross and the State of New York have already 
announced that they will not discriminate against gay and lesbian families. The
Department of Justice should do the same.

Help all victims of terrorist attack


Dear Mr. Zwick:

The very humane Fund for relatives of victims of the September 11
terrorist attacks must include all relatives of all the victims.

This importantly should include the partners and children of same sex
unions.  They suffer just as grievously for their deceased loved ones
as do other survivors, and their need for assistance is just as great.

Please do not give in to the importuning of callous homophobic groups
and individuals who would have the Department of Justice limit
compensation to survivors of heterosexual unions.  They are interested
in a political victory, not humane assistance.

This Fund is intended for humane purposes; it is not a political
statement, Mr. Zwick.

To Mr. Feinberg:

I am writing to urge you to ensure fair treatment for all surviving families of the tragedy on
September 11th, including the children and families of low-wage workers and gay and lesbian
families.

Under traditional rules based on lost wages, the survivors of a bond trader earning millions of
dollars per year might receive thousands of times as much compensation as the survivors of a
dishwasher in one of the restaurants destroyed. Justice requires looking far beyond the last
paycheck to the inherent worth of all those killed, so that a high minimum compensation level is
set to lessen the disparities. It would be a double blow to the survivors to first lose their loved
one and then watch as most of the taxpayer money went to those who were already well off in the
first place.

The second major issue has to do with recognizing the legitimacy of gay and lesbian relationships
and families. Gay and lesbian families are especially vulnerable when one partner is killed.
Because the option of marriage is unavailable, these families may find themselves in the
traumatic predicament of having to prove that their union is legitimate. Fortunately, both the Red
Cross and the State of New York have already announced that they will not discriminate against
gay and lesbian families. The Department of Justice should do the same.

Fairness

I do not know all the details, but the compensation plan as outlined seems equitable and fair to me, if it is implemented without bias of any kind. It is generous because it is coming from other working American people.  I understand there is no upper limit. I think setting the minimum limit to non-economic loss ($250,000 + $50,000 per dependant) would ensure equal treatment of all life lost. This non-economic loss need to be unaffected by life insurance, pension and other benefits.

Family's Compensation

To Whom it May Concern:

We all found out on September 11th that anything can happen at any time.  I 
am writing because I was told that the family of New York Police Officer 
would be receiving an amount that the family felt was 
insulting.  No one can put a value on a human life, and if they could it 
certainly wouldn't be an amount as small as the one in question.  I am a 
taxpayer and I want my money that I pay out of my own pocket each week to 
benefit families like the.  I don't want to spend billions of dollars 
fighting a never ending war.  "Charity begins at home," is a phrase I often 
hear from a coworker.  I feel it couldn't be a more accurate statement.  
While we are sending food packages to a country that ultimately condemns 
America, our own are struggling to make ends meet after they lost a loved 
one.  Officer  family saw how drastically their lives could change in 
an instant, and who is to say that something else could befall these people 
in the future.  What will    's survivors do if they lose another source 
of income?  How will his children go to college?  If he has a daughter, who 
will pay for her wedding?  Stop and think how much you would feel your family 
were entitled to if something else had happened in Washington on that day.  
What if was the DOJ instead of the Pentagon?  Care for our own, before we 
care for others.  Please help this family, this may be all they have.  Thank 
you for your consideration.  God bless you and God bless America.

Justice help all terrorist victims


Dear Mr. Zwick:

The very humane Fund for relatives of victims of the September 11
terrorist attacks must include all relatives of all the victims.

This importantly should include the partners and children of same
sex unions.  They suffer just as grievously for their deceased loved
ones as do other survivors, and their need for assistance is just as
great.

Please do not give in to the importuning of callous homophobic
groups and individuals who would have the Department of Justice
limit compensation to survivors of heterosexual unions.  They are
interested in a political victory, not humane assistance.

This Fund is intended for humane purposes; it is not a political
statement, Mr. Zwick.

Dear President Bush,

PLEASE, AS OUR VERY OWN PRESIDENT,  DO NOT ADD TO THE TERROR THAT HAS
ALREADY BEEN INFLICTED ON THESE GOOD PEOPLE!

I am writing to voice my concern over the exclusion of same-sex partners
from the 9/11 Victims' Compensation Fund.  This horrible tragedy was
unprecedented and affected people from all walks of American society.   All
the affected deserve our help.  Your administration has recognized that a
compassionate and effective response will entail making certain exceptions
to general U.S. policy on eligibility for public benefits, such as making
compensation available to undocumented aliens (and protecting their
employers from prosecution should such individuals come
forward).  Please make sure that ALL affected families and households
receive the assistance they need to cope with this terrorist attack, whether
the household was counting on the income of a brother or sister, an
opposite-sex but unmarried partner, a same-sex partner, or a friend.  Fair
rules can be devised for assisting all families and households who were
directly affected by this terrorist attack.  Please don't use this national
tragedy as an opportunity to cut out or further marginalize people whose
loss and grief is no less real because they are not heterosexual.
