Folks:
   Just wanted to let you know that I have talked to the reservations 
person for Memorial Union, Union So., and the Red Gym.  If we are 
sponsored by a student organization on campus, we can use spaces in 
any of those facilities without charge.  The person I originally 
spoke to hadn't mentioned that as an option.

   I also contacted X of the UW Greens, and the Greens are 
willing to be the student organization on campus to "sponsor" MAPC 
events.  If we can target a few dates that might work, I can check on 
accomodations.  We could have used Tripp Commons Saturday, but not 
until 2:30p.m..  It would be nice to be able to plan without weather 
concerns, but then we need to estimate approximately how many people 
may attend in order to reserve enough space.  Maybe we could reserve 
Tripp commons and spill out onto  the terrace if the weather 
permits...  It would also be great to use Peace Park for some shorter 
events (due to cold.)  With the planning committee considering it's 
future, we could show them it can be put to good use as is.

   I will also ask the DJ's at WORT to announce the cancellation 
whenever there is an opportunity Thursday- Saturday.

   For those who posted signs, it might be a good idea to tack a 
bright-colored note about the cancellation, or just write on the 
original poster.  Hopefully not too many will actually venture to the 
mall Saturday, especially if the weather is discouraging.

   X, I will volunteer to share representing the arts &amp; cultural 
committee with X.  Sorry we ran into this snag just when you 
had a lot of other things going on.

              <text>Hey, all.  Sorry about my abrupt departure Sunday.  My sister's been watching my kids for me during meetings, and has other commitments to get to in the evening; don't mean to be rude.
I'm writing to do the follow up Gillam requested on the "People for People, People for Peace" event.  I hope this will be a clear and read-able version of what I spewed at you in the meeting, something you can work with and convey to your groups.
 
From all committees we request the following: 
 
that anyone and everyone possible make a leafleting piece for the "Information and Inspiration" table.  This is the booth where folks can pick up materials to keep, pass to friends, canvas.  This is all unofficial stuff, not MAPC affiliated, necessarily, but info that people can use for encouragement and proliferation of the peace message.  They can be gentle and non-political, or informative and opinionated, or specifically targeting one problem with the war, etc, etc.  If those doing one of these could bring 20 or so copies to the event, that would be great.  Otherwise, you can attach it in an email to me: X
 
That you support in whatever way possible our campaign to get the word out on this event.  I have some individuals who have volunteered to leaflet, but we may need more help as the event approaches.  I'll keep you posted.
 
Please bring forth suggestions on food donations, musical and kids' acts, and anything else that would help us run this smoothly and make it fun.
 
Additionally, most of you (we hope) will be doing some sort of booth/table for the event. (as suggested below) We have eight tables reserved right now --we will definitely be asking for more.  But, the gist is that you'll all have a six-foot table to work with, and other than that, please see that your information is presented nicely and attractively, perhaps with a sign designating your area, with someone to stand there and be in charge of it!
 
Now, for the individual committee items and efforts that we're requesting... 
 
Action:  
bring materials for a table on upcoming MAPC events, perhaps a sign up sheet for further notification of events, or informative materials -- yours is the most ambiguous.  Use this venue as you see fit...Please keep in mind this is a family affair, and somewhat festive (we hope).  
 
Communication:
Gail, this is actually directed at you!  It sounds like you have already covered the committee's bases with the web thing.  So, if you could keep me posted on how the sewing's going, that would be good.  Also, when and where can I get you fabric?  And, just so you know, it sounds like we will have a few seamstresses at the event working on further sewing, so really if you could just get 5 - 10 bags together before the event, that would be great!  And, if you could let me know how long they take to make, so I can get a feel for what we're dealing with.  I may also ask you to be the "advisor" to the sewing table, in the very beginning, since you will have already had some experience with the sewing.  Let me know if you are comfortable with this role.  Would you want to bring your machine to the event?  
 
Arts and Culture:
We will continue organizing volunteers from the coalition (largely unaffiliated with committees -- off the volunteer sheets), seeking acts and music, finding donations, and overseeing the sweeping organization.  We will plan and create decorations, come up with a floor plan, and signs to designate some of the areas for the "fair"-type environment inside the venue.  We will oversee the peace quilt project, and the other art projects for kids there.  We will create a better flyer for the major distribution of info -- although, if anyone can help with this, it would be sooo appreciated.
 
Finance/Fundraising:
Bring your buttons!  Make a nice little set up for them, etc.  Bring the art and info for the art auction???
Also, if you could get us that tax exempt # ASAP, we really need it!!!
 
Outreach/Education:
Please help with getting the information out to organizations, in church's agendas and bulletins, in school buildings, at pre-schools, to the girl scouts, and the YMCA, etc, etc.  Keep us posted on how that's going, if you can!  You can use the flyer that you have now until we develop a better one (hopefully by the end of this week).  
Also, can you develop or put together some materials on the refugees we're actually helping?
the "this is who you're helping" theme.  If you could make this booth rather catchy, with pictures, a sign with the suggested phrase "this is who you're helping...", etc.  I have an article that I'll give to someone on your committee at the GM meeting.
 
International Solidarity:
If you could do a booth on the international anti-war movement, that would be wonderful.  I"m thinking articles and pictures from the foreign press....  Make it catchy, give it a cool title and sign, so that people can see what it is from a distance.  Also, if you guys could commit, say three or four people to work the event, that would be so great!!!  If anyone has cars and can pick up food donations on the way, that's even better!!!!
 
Labor and Student Caucuses:
Please get the word out to your people!!!  Please consider putting together some kind of booth as you see fit for this venue.  Please encourage your special "spokespeople" (from the students, from the labor contingency) to voice their opinions for the Information and Inspiration table by creating a canvasing piece.
 
Media:
Please contact the normal sources: newspapers, radio, TV, etc, and get the event in the community calendars.  We can talk more about what, exactly should go in there, but I think you all know what is appropriate for these situations, so maybe it would be best for you to take the info from the flyer attached here, from the webpage postings, and from what you see here to explain what the event is all about.  The donation info (what we're looking for) is pretty important, if it can fit.  Otherwise, e-mail (mine?) and web address can be used as info sources for those with questions.
I thought you may also want to see if WORT wanted to collaborate with you on a booth on free press for the event.  Just an idea.

emailed around a good summary, the bill itself being 273 pages long.
Unfortunately, I am not able to print emails from my computer. (GRRRR!).

I think it's a great idea.  But, I don't think we can have both groups
working on specific events needs AND groups working on the other general
issues, there will be too much cross purpose work.  As I think the
committees who are sponsoring the events are already coordinating the events
and asking for help as needed, I would propose the breakout groups work on
the general issues:

1) working on the brochure
2) postering for the upcoming planned events only (coordinating to minimize
duplicate efforts right now, not the overall plan of how to deal with this
in the future)
3) labor caucus - at least show of interest

As for website suggestions, the Communications cmte will be meeting shortly,
and I would like to see what develops before throwing this out to the gm.
We know there are improvements to be made, but it is working as is, and
people are posting and finding things.  As always, anyone with strong ideas
on the web site can a)join the communications cmte, b)come to the
communications cmte meeting, or c)convey their opinions to the
communications cmte listserve.

at the first meeting, i recall a few (not many, but
very vocal) out of towners who were vehement that we
1.name our group "madison area" and not just "madison"
and also, that we hold meetings off campus. the second
preference was also, i believe, stated from in madison
but not on campus folk.

i agree that for students willy st seems far. but i
also might note that perhaps we have gotten less folk
from neighborhoods because we have only HAD meetings
on campus.
in light of this, i certainly don't want to isolate
the students out from the group, but i also think that
smaller, outreach meetings should be happening in
community centers. the arts folk and i are very
interested in this concept. i do feel that the
neighborhoods need attention too, but so far as coming
from out of town, what's the difference between campus
and willy st? not much. so i would suggest that we do
on campus still, but offer up GOOD parking solutions
and bus info in each announcement about the meeting,
to encourage folks from outside campus to come in. as
well, continue efforts to reach outside the university
to people on a day to day level, and advertise for the
meetings far into outlying communities. for the sake
of saving funds, staying central and reaching
students, campus is a good solution, but not the only
aspect, and should be supported by consistent
advertising out and about.

"Bush took FBI agents off Laden family trail"

LONDON: America was itself to blame for the events of
September 11 because the US administration was using
"kid gloves" in tracking down Osama bin Laden and
"other fanatics linked to Saudi Arabia", a special BBC
investigation has alleged in a damning indictment of
the two presidents Bush and American foreign policy.

The report, which the BBC claimed was based on a
secret FBI document, numbered 199I WF213589 and
emanating out of the FBIs Washington field office,
alleged that the cynicism of the American
establishment and "connections between the CIA and
Saudi Arabia and the Bush men and bin Ladens" may have
been the real cause of the deaths of thousands in the
World Trade Centre attacks.

The investigation, which featured in the BBCs leading
current affairs programme, Newsnight, said the FBI was
told to "back off" investigating one of Osama bin
Ladens brothers, Abdullah, who was linked to "the
Saudi-funded World Association of Muslim Youth (WAMY),
a suspected terrorist organisation," whose accounts
have still not been frozen by the US treasury despite
being banned by Pakistan some weeks ago and India
claiming it was linked to an organisation involved in
bombing in Kashmir".

Newsnight said there was a long history of "shadowy"
American connections with Saudi Arabia, not least the
two presidents Bushs "business dealings" with the bin
Ladens and another more insidious link revealed by the
former head of the American visa section in Jeddah.

The official said he had been concerned about visas
issued to large numbers of "unqualified" men "with no
family links or any links with America or Saudi
Arabia", only to find out later that it "was not visa
fraud" but part of a scheme in which young men
"recruited by Osama bin Laden" were being sent for
"terrorist training by the CIA" after which they were
sent on to Afghanistan.

In a reiteration of a now well-known claim by one of
George W Bushs former business partners, the BBC said
he made his first million 20 years ago on the back of
a company financed by Osamas elder brother, Salem.
But it added the more disturbing assertion that both
presidents Bush had lucrative stakes along with the
bin Ladens in Carlyle Corporation, a small private
company  which has gone on to become one of America's
biggest defence contractors. The bin Ladens sold their
stake in Carlyle soon after September 11, it said.

American politicians later told the BBC programme that
they rejected the accusation that the establishment
had called the dogs of the intelligence agencies off
the bin Ladens and the royal House of Saud because of
a strategic interest in Saudi Arabia, which has the
world's biggest oil reserve.

BOOKSELLERS THREATENED BY FOREIGN INTELLIGENCE SURVEILLANCE ACT

For Immediate Release: November 15, 2001

Rainbow Bookstore Cooperative recently received a letter from the
American Booksellers Foundation for Free
Expression (ABFFE) concerning the chilling effects on booksellers of the
new antiterrorism bill that President
Bush just signed into law.

If the bookstore were served with a court order under the Foreign
Intelligence Surveillance Act (FISA) to
search our business records, including the titles of books purchased by
our customers, we would have no right
to object in court or the court of public opinion. The new law includes
a gag order that prevents us from
disclosing "to any other person" the fact that we received such an
order. The ABFFE says that depending on
the specifics of the subpoena, the gag order could extend to contact
with an attorney! No right to legal counsel
is outrageous but is suddenly a very real and terrifying possibility.

This terrifying encroachment on the privacy rights of citizens is itself
a form of terrorism. "Terrorism",
according to the New Shorter Oxford English Dictionary, is defined as
"the systematic employment of
violence and intimidation to coerce a government or community,
especially, into acceding to specific political
demands". President Bushs declaration of a war on terrorism and
subsequent military actions, combined with
the presumption that U.S. citizens should willingly surrender our civil
liberties for the good of the country
certainly constitutes such a political demand. The FBI shows up at your
home or workplace, demands
information and refuses to let you contact legal counsel would sound
like coercion and intimidation to most
people. With the passage of the new antiterrorism legislation, if you
dont cooperate, if you resist, your
freedom and livelihood will be in jeopardy. Ironically, the first
definition of the word "terrorist" in my dictionary
refers to the Jacobins, the radicals during the French Revolution who
"advocated and practiced methods of
partisan repression and bloodshed in the propagation of the principles
of democracy and equality". The
prospect of increasing "partisan repression" at home and "bloodshed"
abroad, in the name of democracy, a
founding principle of this country as well as in France, is our new
terrifying reality. We must collectively take a
stand to defend our democratic rights, which includes the right to
protest our government, oppose the war, and
the right to read whatever we want .

The new reactionary political climate, highlighted by the passage of
FISA, dangerously expands the decade
long government assault on our civil liberties and democratic freedoms.
The danger to booksellers is just one
small part of this new landscape. What are the repercussions for
anti-war groups, people of color, immigrants,
WTO/World Bank/IMF protesters, anarchists and radical activists of all
stripes, progressive media outlets-any
person or group who challenges the status quo-under these new laws? Do
we even know? The right to
political dissent is at stake. Generations have struggled to expand our
democratic rights at home and a new
generation hopes to extend them globally. This new global justice
movement is threatened by our
governments "employment of violence and intimidation" at home and
abroad.

We are sending this urgent appeal to our friends and allies in the
media. We urge you to contact X,
President of ABFFE, at X, for more information. Research the
implications of this law. Make public
the threats to our democracy in the name of "Homeland Security". We need
more information, not less, during
these dangerous times.

public debate by calls for patriotism from the media, and to restrict

and can foster opposite ones on behalf of the poor, of those who work,
and of
those who need civil liberties. And dissenters continuing to dissent and

1. You have expressed skepticism that Osama bin
Laden was
involved in the Sept. 11 attacks. Are you still skeptical?

Actually, what we and other advocates of democratic judicial values
argued was not bin Laden's innocence, but that evidence regarding
his involvement was not presented. On November 14 -- more than
five weeks after the bombing began -- British Prime Minister Tony
Blair declared that the evidence "now leaves no doubt whatever"
that bin Laden was responsible. But isn't the evidence supposed to
precede, not follow, the punishment? In any event, however, Blair's
evidence even at this point is not decisive -- the only real addition to

Blair's earlier dossier are quotes from an unpublicized bin Laden
video -- that Britain doesn't have a copy of, but has knowledge of,
reports the Los Angeles Times (15 Nov. 2001) --
that are not given in context and fall short of an admission.

Bin Laden's guilt seems very likely, but the point is not to
convince
Blair or one allied government or another or even us, but public
opinion in the Muslim world. Despite Washington's initial promise to
present evidence publicly, it has yet to do so.

Not only did we never dispute the possibility that bin Laden was
involved in some way, we instead offered an explanation of why he
might very well have been involved, what he was seeking, etc. We
suggested that his motive, were he responsible, was probably to
draw the U.S. into a massive response, destabilizing the region, a
result that still may occur.

More to the intent of the question, if, when a vigilante mob tries to
lynch someone, it turns out that their suspect actually was guilty, that

doesn't make the mob's actions any less vigilante. And this is true
even if the mob doesn't kill a great many people (mostly victims, not
culprits) in the process of going after their suspect, as has been
occurring in Afghanistan.


2. Critics of the war have warned about mass
starvation, genocide,
and catastrophe. Weren't these warnings exaggerated?

No. Opponents of U.S. policy, ourselves included, indicated that
human rights and aid organizations warned that the bombing could
lead to a million or even millions of deaths. And we pointed out that
ignoring this warning, regardless of whether the horror came to
pass
or not, was an absolutely devastating commentary upon our
ruling
and media elites, and on others as well. That remains exactly the
case. We also urged that it was a priority to pressure the U.S. to
stop the bombing, stop the war, and aid in averting this catastrophe.
That is still the priority, in fact.

As to what damage has already been done, no one knows. What has
happened, for example, to the large fraction of the population that
has fled to the heavily-mined countryside? And many harmful
consequences of U.S. policy will not be felt until later. What will be
the future effects, for example, of losses in grain planting that was
disrupted in October? When eyes turn away, who will be there to
assess it?

That a country embarks on a policy that puts a million or more
innocent civilians at risk for political purposes is mass-scale
terrorism. If -- and it remains a big if, regrettably -- the catastrophe
is
averted that will certainly be a reason to celebrate, but it will not be

not reason to laud those who aggravated the prospects of disaster in
the first place. Playing Russian Roulette is stupid -- even if you don't

end up blowing your head off. Shooting a gun with a bullet in a
random chamber at someone else is immoral, whether or not you
end up committing murder.

At the current time prospects are still very unclear. Yes, the U.S.
could cease hostilities and assist food distribution, thereby reducing
the prospect of catastrophic starvation. But the U.S. seems intent on
rejecting any military let-up, and any pressure we can bring to
bear
urging this course of action is no less a priority now than it was
yesterday or last week. Aid agencies warned that the crucial factor
was how much food could be gotten in place before the winter snows
and that the bombing interfered with getting the food in. Whether
enough time now remains and whether the necessary effort is made
before the snow arrives remains the critical question.


3. Some have been critical of the U.S. food drops. But
weren't these
helpful until the war provided a means to get food in by
land?
No. The food drops were pure PR, perhaps doing more
harm than
good.

And while left critics of the war certainly argued this, they did
so by quoting the World Food Program, the Red Cross, and others
aid agencies, and even the Financial Times, all of whom issued
scathing denunciations of this propaganda tool. Nothing has
changed about that. What has now occurred is that the Northern
Alliance has occupied Kabul, and what's left of the Taliban has
retreated, it appears, to the mountains, virtually without a fight,
under the weight of the most powerful non-nuclear bombs ever
created, perhaps with the intention of waging an ongoing guerilla war
from outside the main cities.

The end to major fighting in the north may well have welcome
humanitarian consequences. But what does that lead us to conclude
about the morality of U.S. actions? Suppose the Taliban were to
release, tomorrow, a proclamation declaring "we left the cities for the
mountains so that the bombing would halt -- not having us as a
target -- and the way would be clear for food aid to get to our fellow
citizens. We have sacrificed our hold on power, to avert starvation
among our people."

Would we take that seriously? It would be true that their having left
the field of battle created the conditions mentioned in the question. It

would be true that it was a choice on their part, and that they could
have instead fought on, leading into the winter, etc. Nevertheless,
we would deduce based on our knowledge of their past policies that
they made the choice out of their own strategic concerns, not out of
concern for those suffering hunger. When the U.S. claims to care
about the Afghan poor, we should not relinquish our critical
faculties,
just as we wouldn't were the Taliban to make the claim.

Note, incidentally, that it was not the case that U.S. planners "knew"
they could force the Taliban out of the northern cities before winter.
Every indication suggests that the Taliban retreat was as much a
surprise to the Pentagon as to everyone else. Just two days ago
Secretary of Defense Rumsfeld was warning that though victory
wouldn't take years, it would take months (which, he observed,
meant that he had 23 months in which to operate).


4. Do you still think we're targeting civilians in our
bombing?

We never thought or stated that the bombing was targeting civilians
per se. We did say that the direct violent affects on civilians were
predictable. U.S. military planners know how often their smart
bombs, not to mention their dumb bombs, miss, and how often their
cluster bombs fail to detonate, thereby spewing future death traps
across the land.

But the real issue, from the beginning, was not the hundreds of
civilians killed by bombs, horrible as that is, but the tens or
hundreds
of thousands, or maybe more, who might succumb quietly out of
camera range.

Some will be victims of the destruction of what little
civilian infrastructure there is in the country: for example, electrical

transmission from the power station at the Kajaki Dam has been
knocked out, creating (according to UN officials) the risk of massive
flooding and crop failures (Independent, 8 Nov. 2001). Some will be
driven into the landmine-infested countryside. But the potentially
most disastrous effect of the bombing -- as we always maintained,
and as various aid agencies have warned -- has been to put huge
numbers of people at risk of starvation. And this remains the case.

And we said that the latter was the most abominably heinous aspect
of the project -- beyond that it [the War] was undertaken outside
the law,
indeed specifically to delegitimate the law, and to maintain
military
credibility, and to propel a "war on terrorism" whose purpose to
no
small degree is to organize domestic fear in pursuit of elite
agendas
of financial redistribution from poor to rich and draconian social
reaction against civil liberties.


5. There's been lots of criticism of the Northern
Alliance. But haven't
they proven pretty effective?

Criticism of the Northern Alliance has been not that they are
incompetent soldiers, but social monsters, slightly different in kind
from the Taliban, but small improvement morally. Nothing in the
past few days changes the historical record of the Northern Alliance,
and indeed, the first sketchy reports of executions and looting in
cities newly fallen under their control suggests that their thuggish
practices continue.

As RAWA, perhaps the foremost organization
fighting for the rights of women in Afghanistan, announced as the
Northern Alliance entered Kabul, "The retreat of the terrorist Taliban
from Kabul is a positive development, but the entering of the rapist
and looter Northern Alliance in the city is nothing but dreadful and
shocking news for about 2 million residents of Kabul whose wounds
of the years 1992-96 have not healed yet. Thousands of people who
fled Kabul during the past two months were saying that they feared
coming to power of the NA in Kabul much more than being scared
by the US bombing."

Moreover, while they are no doubt capable warriors, what has
occurred has little or perhaps even nothing to do with their battlefield

abilities, since there was no battle. The Taliban essentially withdrew
without a fight, apparently choosing to cede the cities to continue
the
struggle from the mountains, depending on how much there is left to
them, under the onslaught of the bombing.


6. Since the anthrax probably has a domestic source
and since the
crash of American Airlines Flight 587 probably was
accidental, don't
your concerns about creating more terrorists seem a
little alarmist?

Not at all -- unfortunately -- since people who are newly pushed to
desperation by current policies, by the starvation, by the other
continuing policies in the region, all now highlighted and aggravated,
do not overnight manifest their commitment via terrorist attack, of
course.

The assessment of this miserable and depressing prediction
against actual outcomes is in the future, not the present. It is not
unlike when critics warned back in the 1980s that supporting bin
Laden and the Mujahideen would have horrible future blowback
ramifications. To say a week or two, or even a year or two after that
prediction that it was proved false would have been a bit premature,
obviously.


7. And your worries about uprisings throughout the
Arab and Muslim
worlds (including nuclear-armed Pakistan) -- weren't
these too rather
exaggerated?

We and other critics said that the policies undertaken in
Afghanistan
and proposed for the rest of the world risked such
destabilization.
They did, and they still do. Does anyone think that Pakistan's
stability is assured as the battle moves to the southern Pashtun
region of Afghanistan, a region with many cross-border ties to
Pakistan? And if the U.S. decides to expand the "war on terrorism"
to some new defenseless venue, say the Sudan, or perhaps a not
entirely defenseless venue, say Iraq, the prospects of general social
dissolution in the region will enlarge, again.

Numerous surveys in Arab and Muslim nations show extremely
high
levels of opposition to the U.S. war, even in supposedly friendly
states. Most people are not inclined to heed bin Laden's call to holy
war, but as the U.S. pushes its dictatorial allies to join Washington's
holy war, instability is likely to spread.


8. Isn't it time to celebrate the demise of the Taliban
and return to
healing our country, setting aside all the negative talk
about U.S.
criminality, and all the opposition to U.S. policies?

If the Taliban were finished as a social force, that would be
something worth "celebrating" in that the Taliban is a horrendously
reactionary and violent organization impeding justice by its very
existence and practices. But, regrettably, it is quite possible that
they
are off planning their next actions, not disintegrating.
As to setting aside criticisms of the U.S., nothing could be less
constructive.

First, to continue to criticize and more importantly raise dissent to
pressure an end to bombing and undertaking food aid in all
endangered regions is paramount. The alternative is too horrible to
even entertain.

Second, addressing the just grievances of people throughout the
Middle East and the world regarding U.S. foreign policies is
necessary both on behalf of those who suffer the impact of those
policies, and also to eliminate the cause of support for terrorism
against the U.S.

And third, the events in NYC, Washington, and Afghanistan, we are
told by our government, auger a larger project, a war on terrorism,
whose character, as we can already see, is to be quite like that of
the Cold War. It will, if it actually transpires as intended, marshal
hate and fear through manipulation and misrepresentation into
support for policies that further enrich and empower the already rich
and powerful.

Everyone, at some level, knows this. The average
American is not surprised that corporations and the government
seek to use fear of terror to redistribute funds upward by means of
regressive tax reforms and boondoggle military spending, to gut
public programs, to stifle public debate by calls for patriotism from
the media, and to restrict rights by draconian legislation. But not as
commonly understood is that active dissent can curb these trends
and can foster opposite ones on behalf of the poor, of those who
work, and of those who need civil liberties. And dissenters
continuing to dissent and to make known the power of dissent, are
thus absolutely essential, in this, now as at any other time.

The American Public Health Association (APHA) adopted a policy statement opposing the war in Afghanistan.  Below is a copy of the press release they have put out.
This is a small but very significant victory for the emerging anti-war movement that should give us great encouragement.  The APHA is a very large organization of many kinds of health professionals who are politically very diverse.  We should try to get other professional organizations to which we belong to adopt similar positions.  We might consider a campaign to get the ASA to adopt an anti-war position.  Even if we don't win, we would be able to bring the issues before thousands of people and stimulate important debate.  We should do the same at regional or international professional associations.
I congratulate the progressive forces in the APHA for their fine work.

American Public Health Association Adopts Resolution Opposing War
(ATLANTA, October 24) - The American Public Health Association (APHA), the largest organization of public health professionals in the United States, adopted a policy statement opposing the war in Afghanistan. The resolution states in part, "The American Public Health Association declares its opposition to the military action against Afghanistan and other nations as an undertaking that runs counter to the health and well-being of our populations." The Governing Council, which is the policy-making body of the APHA, voted approval of the statement by a comfortable margin in its closing session this afternoon.
The policy statement specifically condemned "wars motivated by economic objectives, such as dominance over regions rich in petroleum reserves, as stated in [the 1999] Policy Statement ['Opposing War in the Middle East'].
"War in Central and Southwest Asia is intensifying," says Dr. Richard David, a member of the APHA Governing Council and neonatologist at Cook County Hospital in Chicago. "Many public health professionals, like others in this country, oppose this oil war. The APHA sees the health of populations - in this country and abroad - as our top priority. This resolution says the war is about territory, not terrorism. We are against it."
The public health community, many of whom aided the victims of the September 11 terrorist attacks, condemned the attacks for the staggering levels of death and human suffering they caused to civilians. Many, such as Dr. Victor Sidel, past president of the APHA and current president of the Public Health Association of New York City, see the U.S. bombing of Afghanistan as a campaign with similar effects. "Public health must oppose war because of its direct killing and maiming, because of its destruction of human welfare and the environment, and because of the legacy of violence that will produce further violence," states Dr. Sidel. "The attacks on Muslims and Arab-Americans, and on civil liberties in the United States have already been a blow to public health. Cuts in public health services while a single-minded response to bioterrorism is emphasized, will cause further deaths. Public health would instead support the rule of law, of justice, and of peace."
Many public health professionals see the war as a cause of worsening health in the United States. The billions of dollars allocated to military spending in the recent month will mean corresponding cuts in social programs such as childhood immunizations and education.
Many attendees at the APHA Annual Convention in Atlanta were glad to see the APHA addressing the public health impact of war. "The destruction of public health imfrastructure leads to many years of devastating illness in developing countries such as Afghanistan. When the U.S. bombs destroy water purification plants, they are attacking civilians. There is no military justification for that," says Dr. David Buchanan, an internist from Illinois who is attending the APHA meeting for the first time. "This resolution fits with the APHA mission of promoting health."

Dear WFA Colleagues,

I agree with X that the bombing is not illegal, but I gather that on
every other point I would agree with Heather.

The bombing is legal under article 51 of the UN Charter. It is a fact
that the United States was attacked and continues to be threatened, and
consequently has the right to act in self defense.

However from a practical and moral perspective the legality of bombing
is not very important because it is viewed as illegitimate by many of
the people who matter most in the countries where future terrorists are
dedicating their lives to destroy America. Also it is essentially
irrelevant to the objective of bringing bin Laden to justice or to the
goal of combating terrorism; it is probably counterproductive with
regard to both those aims. For every military target and Taliban soldier
destroyed by the bombing, there are hundreds crossing into Afghanistan
to help the Taliban because of the bombing.

There could have been a better way to bring suspects to justice and to
begin a campaign against terrorism. The Security Council could have
acted under Chapter VII to set up its own multi-stage procedure. Ideally
this would have started with representatives of the Secretary-General
and the Organization of the Islamic Conference going to seek Afghan
compliance with a demand to hand over bin Laden to a new ad hoc
international tribunal in the Hague. If there were not compliance, then
military action could have been taken by a UN Rapid Deployment Force,
using US and UK air cover, but only in a very carefully targeted manner.
This process might not have led to the capture of bin Laden, as the
present process may not, but much less harm would have been done. People
in Muslin countries can not be expected to see justice in an ultimatum
by the United States to hand over bin Laden to a U.S. court. The
government of Afghanistan did offer to hand him over to a third country
if they could have been shown the evidence that he had caused the 9/11
attacks.

If the whole procedure had been done through the UN, by the UN, it might
or might not have worked, but certainly the legitimacy of international
law would have been strengthened. The way it was done in the Security
Council, in effect allowing the U.S. to take all necessary steps, was
understandable in the wake of the horror of the assaults on the United
States, but such carte blanche resolutions do not contribute to the
credibility of the Security Council or to any form of solidarity between
the major powers that prevail in the Council and the people and nations
that view themselves as oppressed by Western hegemony.  I fear that we
have added to a process that will deepen the divide between the rich and
the poor, bringing new recruits to Al Queda to strengthen terrorism
worldwide. I also fear that hatred of our actions and our power and our
use of military power will weaken the stability of a number of
countries; and while I have very little respect for the government of
Saudi Arabia now, I would have even less for a Taliban-type government
there.

A true campaign against terrorism would address its causes and include
many of the programs for strengthening global institutions and
supporting sustainable development that world federalists have long
favored. It would also focus on apprehending individuals, not states, in
efforts to stop criminal actions. It would move beyond a state-centric
interpretation of the rules of the Charter where collective security
tends to mean war and collective retribution; world federalists insist
on individual responsibility under international law.

Because the views I have expressed outline a process for strengthening
international institutions in a way that puts justice, equity and human
rights before the state-centric legalities of the present UN system, I
think such views should be seen as
representing the main stream of world federalist thinking. However,
clearly there can be different views and different streams of thought
within our movement. Also, it is valuable for the process of bringing
more people to our views that we have a positive attitude toward the
fact that the GW Bush Administration is coming to see the limits of
unilateralism and the importance of friends in diverse nations.
