WAR, ISLAMIC FUNDAMENTALISM GRIP MIDDLE EAST, SOUTH ASIA News & Letters (www.newsandletters.org)  November 2001 A new phase of the post-Sept. 11 conflict began when the U.S. bombs began to fall on Afghanistan Oct. 7. Dozens, if not hundreds, of innocent Afghan civilians have been killed already. The U.S. also launched commando raids. As the bombs fell, not a single leader of Osama bin Laden's Al Qaeda or Afghanistan's ruling Taliban was hit, but the food supply of the already famine-ridden Afghan people was seriously disrupted. The respected human rights organization Doctors Without Borders was quick to note both the incongruity of U.S. air drops of food along with bombs and the fact that such measures could only deliver a fraction of the food that U.N. trucks had been taking in beforehand. It is a virtual certainty that thousands of civilians will starve this winter. At home, the U.S. was hit with biological terrorism in the form of anthrax-laden letters addressed to prominent people in the government and the media. These inhuman attacks-whose source is still unknown-have so far killed only working people. The class nature of capitalist society was plain for all to see as two of those murdered were postal workers, whom the government unconscionably failed to protect. They had ordered anthrax tests for everyone at the White House and Congress, but failed to take the same measures for the workers whose hands had delivered the anthrax-ridden letters to them. Fear of terrorism has given a big opening to the Right. George Bush, installed by the Supreme Court even though he lost the popular vote, has been immeasurably strengthened. At the same time, we are facing "national security" laws, as well as a government-fanned backlash against critics, of a type not seen since McCarthyism. Consider also the FBI's bizarre "definition" of terrorism, which includes the following outrageous statement found on their website: "The second category of domestic terrorists, left-wing groups, generally profess a revolutionary socialist doctrine." One wonders how many resources America's political police expended on surveillance of the anti-globalization, anti-capitalist movement, during the very months when, seemingly unknown to them, Mohammad Atta and others were finalizing their plans. CHANGED WORLD SINCE SEPTEMBER 11 Since Sept. 11, we all live in a changed world. First and most obvious is the new stage reached by Islamic fundamentalist terrorism. It announced itself in a series of coordinated actions: the horrific Sept. 11 attacks on New York and Washington, D.C. themselves; the assassination two days earlier, also in a suicide attack, of their chief military rival inside Afghanistan, Ahmad Shah Massoud; and the Oct. 7 release, within hours of Bush's announcement that the U.S. had begun bombing Afghanistan, of a videotaped speech by Osama bin Laden gloating over Sept. 11 and threatening future attacks. With these events the Al Qaeda network signaled that it had both the suicidal fanatics and the organization to hit at its opponents anywhere in the world. Its global reach was proved in the coming days, as pro-bin Laden rallies took place in many countries. Second, the U.S., the sole remaining superpower, caught off-guard by Sept. 11, was quick to respond with the declaration of a "global war on terrorism." The Bush administration initiated a level of military-security buildup not seen since the Vietnam War. With Taliban-ruled Afghanistan the only country openly supporting Al Qaeda, it was unclear how the blunt instrument of war would help very much in what should be essentially a global criminal investigation of an underground network. However, the U.S. war drive received immediate support from Western Europe and Japan. Third, in a major global realignment, the U.S. also received unexpectedly strong backing from Russia's Vladimir Putin, who evidently had his own reasons to join a global alliance against Islamic fundamentalism. Putin helped to provide something totally unprecedented, bases for U.S. troops in Uzbekistan, a part of the former Soviet Union bordering Afghanistan and still under strong Russian influence. This insertion of U.S. power into Central Asia is a major event, and not just because of oil. This strategic region is within striking distance not only of Russia and the Middle East, but also of China and India. Putin later hinted that he might also go along with Bush's anti-missile scheme. In return, he got Western silence about his genocidal repression in mainly Muslim Chechnya. Another realignment was seen in the Middle East, where the U.S. was forced to distance itself from Israel. Considerably more reluctant support for the U.S. came from Pakistan and Saudi Arabia, whose ruling classes have long supported many forms of Islamic fundamentalism and whose populations are extremely angry at the U.S. over its nearly unconditional support of Israel. However, China was surprisingly uncritical of the U.S. war drive, apparently because it too feared the insurgency among the mainly Muslim Uighurs of Xinjiang in western China. FUNDAMENTALIST RULE IN IRAN, AFGHANISTAN In opposing the reactionary moves of the Bush administration, the Left has too often ignored or minimized the threat of Islamic fundamentalism itself. It needs to be remembered that this is a political force that opposes the global dominant classes, gaining some mass support for that reason, yet seeks to install a regime that would wipe away decades of gains for workers, women, youth, lesbians and gays, and ethnic minorities. Just as much of the Left failed in earlier generations to grasp the dangers of fascism or of Stalinist state-capitalism, so today many on the Left are failing to see the danger of Islamic fundamentalism. Iran has been ruled by Islamic fundamentalists since they hijacked the mass 1979 revolution, crushing the small feminist movement and then devouring their former allies on the Left. The result has been a theocratic police state that systematically oppresses women and youth, severely represses religious and ethnic minorities, and bans both trade unions and secular political organizations. In recent years, the regime has been strongly challenged from within. It is therefore not surprising that the Iranian masses were among the first in the Muslim world to publicly  mourn the victims of Sept. 11. This included small street demonstrations, as well as a moment of silence at a major soccer match. Another nation that has experienced Islamic fundamentalist rule is of course Afghanistan, where conditions are even worse. The courageous Revolutionary Association of the Women of Afghanistan (RAWA) has conducted an underground struggle against the Taliban. They have run clandestine schools for women and girls and have also smuggled out video footage of the public execution of a woman for "adultery," which to the Taliban could mean simply talking with someone of the opposite sex. As RAWA stated on July 14, 2001, Bastille Day: "No country is heedful of our people's struggle in the hell of fundamentalism. Let us link arms, and, relying on the power of our bereaved people, overturn the government of blood and treason of the fundamentalists" (www.rawa.org). The U.S. never seriously opposed the Taliban until Sept. 11, even after Al Qaeda moved its bases there in 1996, despite the fact that Al Qaeda was known to be linked to the first attack on the World Trade Center, in 1993. Even today, as the U.S. says it is fostering a "broadly representative" government to replace the Taliban, none have suggested that this include any women's groups, let alone RAWA. Instead, the latest talk by the U.S. is of incorporating "moderate" Taliban leaders. FUNDAMENTALIST CHALLENGES IN EGYPT AND ALGERIA Afghanistan and Iran are not the only countries to have come under the gun of Islamic fundamentalism. Egypt, historically one of the most important centers of Islamic culture, began to experience fundamentalist terrorism in the early 1980s. In the 1970s, as he moved away from the left-wing and pro-Russia policies of Gamel Abdel Nasser, Anwar Sadat courted the U.S. abroad and the fundamentalists at home, the latter as a counterweight to leftist groups that threatened his rule. However, his 1978 separate peace with Israel outraged the fundamentalists, who assassinated him in 1981. For the next two decades, a brutal war was fought between an increasingly repressive Egyptian state under Hosni Mubarak and fundamentalist terrorists. These fundamentalists had a real social base for a while, taking over not only professional associations among lawyers, doctors, and others, but also setting up social aid programs in the slums. At the same time, their armed fanatics attacked secular, Marxist or feminist students and intellectuals, driving them from the campuses. They nearly assassinated Naguib Mahfouz, winner of the Nobel Prize for literature. After the fundamentalists were defeated militarily, the Egyptian state kept the repressive laws on the books, recently using them to attack Saad Eddin Ibrahim, a secular human rights activist. At the same time, the government has placated fundamentalist sentiment by allowing all kinds of demagogues to preach on the airwaves and in officially sponsored mosques and newspapers. Some former leftists have become fundamentalists, such as the extremely popular preacher Mustafa Mahmoud. He has published the notoriously anti-Semitic Protocols of the Elders of Zion and also stated that Jews carried out the Sept. 11 attacks to discredit Muslims. The fundamentalists have also harassed feminists such as Nawal el Saadawi by filing lawsuits under the country's blasphemy laws. Given this history, it is not surprising that many of Al Qaeda's members are from Egypt, including the second in command, Ayman al-Zawahiri. Some also originate in Algeria, a country that also experienced fundamentalist terror on a large scale during the 1990s. After fundamentalist parties won the 1991 elections, the military government of Algeria refused to cede power, touching off a civil war during which tens of thousands were killed. The fundamentalists, who had soft-pedaled their fanaticism to win the election, gave it full expression during the civil war, when they butchered untold numbers of Marxists, socialists, feminists, union leaders, and ordinary citizens. One effect of such a war is to close off other forms of opposition to military or capitalist rule, since the population, faced with a choice between fundamentalist barbarism and "ordinary" dictatorship, usually chooses the latter. In Algeria, it has been only with the defeat of the fundamentalists that we have seen the re-emergence of the mass movement of the Berber minority for democracy and cultural autonomy, a movement that has brought up to one million onto the streets on several occasions. WHERE DO WE GO FROM HERE? The danger we face today is that of a false choice between Bush's militarism and Islamic fundamentalism, something that could not only derail the modest beginnings we have seen from the new anti-globalization demonstrations since Seattle, but also launch a new era of reaction worldwide. It is for this reason that the Left needs to fight hard to maintain its independence from all state powers and from all who offer retrogressive solutions. Too often, post-Marx Marxists have dismissed or forgotten Marx's statement in the 1844 Essays on "the relationship of man to woman," where he wrote that "on the basis of this relationship, we can judge the whole stage of development of the human being." By this standard, religious fundamentalism, whether Muslim or Jewish, Christian or Hindu, is a retrogressive force that needs always to be combated, even when it seems to oppose global imperialism. We need to take seriously voices like that of Khalid Salimi of Islamabad: "At the roots of most conflicts in Afghanistan and Pakistan are the rights of women. Men simply don't see women as human beings" (Chicago Tribune, 10/17/01). It is crucially important for us to support critically those forces on the ground in the Middle East and South Asia that are fighting against capitalism, fundamentalism, sexism, and military rule. These include groups like RAWA in Afghanistan, the Berber movement in Algeria, the Egyptian feminists, and the Labor Party of Pakistan, whose antiwar rally in October included speakers from the Women's Action Forum and condemnations of fundamentalism. While opposing Bush's militarism and authoritarianism, we need also to support the arrest and trial before an international court of reactionaries like bin Laden and the dismantling of Al Qaeda, just as we have in the past called for the arrest and trial of other war criminals like Ariel Sharon, Slobodan Milosevic, the Rwandan genocidaires, and Henry Kissinger. I also would like to change the wording of the last "Be it furtther Resolved" phrase and we'll have that for all of you by tonight at the end of our MAPC meeting, which will most probably be over before your Budget meeting...which brings me to the part that's different from what you & Diane discussed--the timing. I believe itt's crucially important to have the resolution voted on at the next November 20 meeting and not be put off until two weeks later, December 4. I had suggested earlier that the Policy Committee have it introduced already "By Title Only" for your last CC meeting, but I guess that didn't happen--the timing was tight then for them. However, it still can get to the Clerk's office by 9am tomorrow AM and be voted on at your next meeting of Nov. 20 --after all, it certainly doesn't need to and shouldn't be referred to any committees. I feel this strongly as do others on MAPC simply because the bombing will continue those two weeks longer, all tthe more civilians will be killed during that time while humanitarian aid won't be addressed in a timely fashion either. On the other hand, alders, as well as the Mayor, will havetime to read the resolution over the weekend and they'll be getting email and phone calls from their constituencies during that time. Also, December 4 will already pass the timeline humanitarian groups have put on needing to start land convoys of aid. I know Todd J will be bringing copies of the resolution, plus a substitute which others who are more more reluctant could sign on to as cosponsors if you don';t think you'll pass it. SPECIAL MAPC AGENTS: x, x, x, x, x (x?), x DEBRIEFING REPORT: MAPC special agents met with new regional office director x and staff assistant x. Meeting mood was cordial. MAPC agents introduced the coalition, our 3-point platform, organizational members, and strong support from individuals (150-200 people at general meetings, an estimated 5000 individual members). We thanked the Senator for his support of anti-racist resolutions (in the wake of the attacks; everyone voted yes...), and then got down to business. We detailed current "anti-terrorism" legislation and our concerns regarding it, especially highlighting the "Uniting and Strengthening of America Act" (S.1510), an especially scary measure which may be voted on by the Senate as soon as this week. Among other things, the "U.S.A. Act" would allow indefinite detention of non-citizens (even if they've won immigration hearings), expand the federal government's ability to conduct secret searches, extend the ability to conduct warrant-less internet and phone surveillance to anyone if "relevant to an ongoing investigation", etc. We also called on the Senator to support the establishment of an International Criminal Court, and to oppose the U.S. Servicemembers Protection Act (S.857), which would actively oppose the ICC, levy sanctions against other countries signing the ICC charter, and provide the Prez with the authority to "take any measures necessary" to free U.S. citizens detained against their will by the ICC (!!!). Kohl staff were not able to provide us with the Senator's stance on this legislation, but will report back to us. They will relay the extensive meeting notes they took to the DC office, and contact us with information on the Senator's stance on S.1510, the ICC/ S.857. They will also provide us with names and contact info for the relevant DC aides to contact regarding each issue we discussed. For interested readers, the general phone # for Kohl's DC office is 202-224-5623. We will share the other info with you once we receive it. Kohl's local staff also said they would relay info on MAPC to local people who call the office to express pro-peace views. They also told us that, except for the first day or so after the Sept 11 attacks, the many calls to the local office have been overwhelmingly pro-peace! (Hey, join the bandwagon. The phone # for the local office is 264-5338.) Hi Everyone,     I just read in the New York Times an article with the headline "Senators Urge Bush Not to Hamper Israel."     "In a letter to President Bush today, 89 senators urged him not to restrain Israel from retaliating fully against Palestinian violence and to express his solidarity publicly with Israel soon."     The letter goes on to say that the State Department has been too critical of Israel of late, and that Colin Powell had better not continue in that pattern in an upcoming speech. On Sun, 11 Nov 2001 20:37:50 -0600  "X" wrote: > Here is the CC mission, combining X's original plus what we added/changed: looks great to me. > Here is the agenda: ... > 4) Announcements > 5) Optional - Video i thought more about the idea of having people who want to work on the brochure get together for a little bit after the gm.  i started thinking about all the other tasks we try to coordinate, particularly things that have a lot of overlap between the different committees.  i was also thinking about the need to make the general meetings more productive and worth while for people to come to, since some people have stopped coming because of their experience with long meetings that didn't accomplish a whole lot.  i think that's gotten much better, but our gms still have a reputation which we need to take big, tangible steps towards overcoming. i propose that at the end of the gm we have people split up into working groups to accomplish specific things that need to be organized.  we could have our own proposals as the cc and/or during the meeting, anyone could suggest other topics.  my proposals for this week: 1) working on the brochure   - already discussed as a good idea 2) coordinating putting up posters   - has lots of overlap between o/e, communications, volunteers, etc;     it really needs to happen, particularly this week with so many     events coming up soon... 3) coordinating the production of posters   - has lots of overlap between o/e, arts, communications, action,     media, etc; there are people not in any committee who are good at     this who want to help us; it'd be good if there was some more     consistancy to our publicity (all posters include the mapc logo     and www.madpeace.org, a .pdf version of all of our posters should     be posted on the web so anyone can download, print, copy, and hang     them, etc); it's a lot of work, and it'd be good if there was a     pool of people who could do it and each committee didn't have to     find volunteers themselves; etc... 4) inital steps towards forming a labor caucus   - see how many union folks are in the room and if they're interested     in starting to work towards forming a caucus in addition, we could use one of these working groups to coordinate details of a specific event.  since we have less and less time in the cc meetings to hash out lots of details, it might be good to have people from different committees meet to coordinate some of the details themselves, and get people right there who agree to take care of certain tasks.  the people from these groups who could then be the liasons between committees for the planning of the given event.  this way, things like "who's going to pick up the art props for our demo on the 17th planned by action?" can be taken care of without using up time in a cc meeting. this is a direct way to involve volunteers from the meeting in the work of the coalition without them having to join a committee or caucus.  it drastically cuts down on the time between when a new person comes to a mapc meeting and when they can start to be involved in the coalition's work.  it would help the committees get their work accomplished.  i hope it would also start to break down the mentality of "committee turf" which i see as developing into a minor problem (all the concern over "who's responsibility is this task, committee X or committee Y?"). for this week, if there's still work that needs to be done that we don't have (enough) people working on, we could have groups to coordinate that work for: - the fast - the teach-in on thursday - the peace parade on the 17th - the dance party at the cardinal - the school supply event on the 30th - the art auction ... for each of our propoals, it would be best to find a coordinator or facilitator ahead of time so at the end of the meeting, we could have them stand up, announce their location, and have folks who are interested in working on that go to their part of the room.  if folks proposed something during the meeting, they could be the default facilitator, or the chairs could make sure someone volunteers to do it when the group is splitting up. my apologies for not thinking of all of this before/during our meeting since it would have been easier to discuss in person than over email. do y'all think this is worth trying?  if so, let's put it on the agenda as item #6 (or 5, if the video isn't happening): 6) Break up into working groups - working on mapc brochure (X/X) - forming labor caucus (X) - poster distribution (X/X) - poster production (?) ... these are just ideas for facilitators (X + X were talking about the brochure at the cc meeting, X and X are mentioned in the e/o report...)  any volunteers for the others?  do folks think we need one for any of the events i listed above? what'd y'all think? SENSE OF THE SENATE ON HUMANITARIAN AND DEVELOPMENT ASSISTANCE FOR THE PEOPLE OF AFGHANISTAN.     It is the sense of the Senate that--     (1) Afghanistan's neighbors should reopen their borders to allow for the safe passage of refugees, and the international community must be prepared to contribute to the economic costs incurred by the flight of desperate Afghan civilians;     (2) as the United States engages in military action in Afghanistan, it must work to deliver assistance, particularly through overland truck convoys, and safe humanitarian access to affected populations, in partnership with humanitarian agencies in quantities sufficient to alleviate a large scale humanitarian catastrophe; and     (3) the United States should contribute to efforts by the international community to provide long-term, sustainable reconstruction and development assistance for the people of Afghanistan, including efforts to protect the basic human rights of women and children.    Mr. WELLSTONE. Mr. President, even before the world focused on it as a sanctuary for Osama bin Laden and other terrorists, Afghanistan was on the brink of a humanitarian catastrophe, the site of the greatest crisis in hunger and refugee displacement in the world. Now the worsening situation on the ground is almost unimaginable. After 4 years of relentless drought, the worst in three decades, and the total failure of the Taliban government in administering the country, 4 million people have abandoned their homes in search of food in Pakistan, Iran, Tajikistan, and elsewhere, while those left behind eat meals of locusts and animal fodder.    Mr. President, 7.5 million people inside the country are threatened by famine or severe hunger as cold weather approaches, according to the United Nations.    As President Bush made clear, we are waging a campaign against terrorists, not ordinary Afghans, who are some of the poorest and most beleaguered people on the planet and were our allies during the cold war.    Yet, the current military air strikes and the disintegration of security is worsening the humanitarian situation on the ground.    Aid organizations are increasingly concerned about their ability to deliver aid to Afghanistan while the United States continues its bombing campaign. Several aid organizations have been accidentally bombed by the United States in the last week. In addition to these accidental bombings, law and order are breaking down inside Afghanistan. Reports indicate that thieves have broken into several aid organization offices, beat up the Afghan staff and stolen vehicles, spare parts, and other equipment.    Warehouses of the International Red Cross in Kabul were bombed yesterday. The ICRC says that the warehouses were clearly marked white with a large red cross visible from the air. One worker was wounded and is now in stable condition. One warehouse suffered a direct hit, which destroyed tarpaulins, plastic sheeting, and blankets, while another containing food caught on fire and was partially destroyed. The Pentagon claimed responsibility for the bombing later in the day, adding that they ``regret any innocent casualties,'' and that the ICRC warehouses were part of a series of warehouses that the United States believed were used to store military equipment. ``There are huge needs for the civilian population, and definitely it will hamper our operations,'' Robert Monin, head of the International Red Cross' Afghanistan delegation, said on Islamabad, Pakistan.    Another missile struck near a World Food Program warehouse in Afsotar, wounding one laborer. The missile struck as trucks were being loaded for an Oxfam convoy to the Hazarajat region, where winter will begin closing off the passes in the next two weeks. Loading was suspended and the warehouse remains closed today.    Last week, four U.N. workers for a demining operation were accidentally killed when a bomb struck their office in Kabul.    In response to the dangers threatening humanitarian operations, the                                 [Page: S10843]  GPO's PDF Oxfam America President said, ``It is now evident that we cannot, in reasonable safety, get food to hungry Afghan people. We've reached the point where it is simply unrealistic for us to do our job in Afghanistan. We've run out of food, the borders are closed, we can't reach our staff, and time's running out.''    The World Food Program was feeding 3.8 million people a day in Afghanistan even before the bombing campaign began. These included 900,000 internally displaced people at camps. Although the United States military has dropped thousands of ready to eat meals, everyone agrees that only truck convoys can move sufficient food into Afghanistan before winter. As of last Friday, there were only two convoys confirmed to have gotten though. WFP announced that two more convoys since the bombing campaign started were nearing Kabul.    Complications and delays in delivering emergency food supplies to Afghanistan could cause rising death rates from starvation and illness as    winter sets in. Many of the high mountain passes will be closed by mid-November due to 20-30 foot snows.    Aid agencies are falling behind in their efforts to deliver enough emergency relief to Afghans to avoid a large loss of life this winter. UNICEF estimates that, in addition to the total of 300,000 Afghan children who die of ``preventable causes'' each year, 100,000 more children might die this winter from hunger and disease.    The main reasons for this shortfall in aid are related to security concerns. Aid agencies have withdrawn their international staff, and local staff have attempted to continue the aid programs but have been subjected to intimidation, theft, and harassment. As the United States continues to pound Taliban targets, law and order in some cities is reportedly also breaking down. Truck drivers are unwilling to deliver supplies to some areas for fear of being bombed by the United States, or being attacked by one faction or another. Taliban supporters have obstructed aid deliveries on some occasions.    Despite these nightmares, shipment of food and nonfood emergency items arrive in Afghanistan daily--but the total shipped is only about one-half of what is needed. The situation is particularly urgent as some of the poorest and most needy areas will be cut off from overland routes by mid-November. An estimated 600,000 people in the Central Highlands are dependent upon international food aid, and little is on hand for them now.    The food shortfall in Afghanistan may result in an increased flow of refugees to the borders. A flood of refugees to the border would present a different but also challenging set of problems. Clearly, as everyone has said, it is better for them to remain at home than flee to neighboring countries out of hunger.    There is no easy solution to this humanitarian crisis. It is complex and requires the international community to take urgent and imaginative action to boost the flow of food inside. The United States should take the lead in helping to devise aggressive and imaginative ways to expand the delivery of food. These could include the creation of humanitarian corridors, the use of existing commercial trading companies and air deliveries to airports that have not yet been bombed.    The establishment of humanitarian ground and air corridors should be considered for the secure transportation and distribution of emergency aid. The administration should push to have some roads or air routes in areas of limited conflict be designated as protected humanitarian routes. Such possible ground and air corridors include Northern Alliance held territory along the border of Tajikstan, and Northern Alliance airfields which have not been bombed. These airfields could be used for a Berlin style airlift to get massive amounts of aid into the country quickly.    The United Nations High Commissioner for Refugees estimates that 1.5 million additional Afghans could seek to flee the country in coming months due to the ongoing military conflict.    All six countries neighboring Afghanistan have closed their borders to refugees both on security grounds and citing an inability to economically provide for more refugees. Thousands have been trapped at borders with no food, shelter, water, or medical care.    I am introducing a resolution today which addresses this crisis. The text of the resolution states the following:    Afghanistan's neighbors should reopen their borders to allow for the safe passage of refugees, and the international community must be prepared to contribute to the economic costs incurred by the flight of desperate Afghan civilians;    As the United States engages in military action in Afghanistan, it must work to deliver assistance, particularly through overland truck convoys, and safe humanitarian access to affected populations, in partnership with humanitarian agencies in quantities sufficient to alleviate a large scale humanitarian catastrophe;    The United States should contribute to efforts by the international community to provide long-term, sustainable reconstruction and development assistance for the people of Afghanistan, including efforts to protect the basic human rights of women and children.    I urge my colleagues to support this measure.    Mr. President, I spoke yesterday in this Chamber in relation to this resolution I am submitting today. I will offer this as an amendment on legislation to have a vote.    I think we in America are probably as united as we can be as a people, especially when it comes to our horror and sadness, indignation and anger at the innocent slaughter of so many people, so many Americans.    In response to that, a resolution was passed authorizing the use of force, targeted on those who committed this act, hopefully drawing a distinction between justice and vengeance.    I think most of us also believe--and certainly Secretary Powell has said this more than once, as it is terribly important--that the use of force, the military action, must be as targeted as possible; that every step be taken that is humanly possible to avoid innocent people being killed, innocent Afghans who had nothing to do with the murders in our country.    I worry to the extent that there are reports that innocent people have been killed in the bombing. I certainly worry about that. Our country wants to avoid that. Moreover, there is also the whole question of the Islamic world and how people respond to this. So, again, I will make the point that this has to be as carefully targeted as possible.    But the other issue, which I do not think we have paid enough attention to--and I had a chance to write a piece for the Boston Globe a couple weeks ago, and I am going to start speaking about this in the Chamber more, and I think there is a lot of strong bipartisan interest and support for this--is the whole question of this humanitarian crisis in Afghanistan.    The reports are there are about 7.5 million people who go hungry. We do not know how many hundreds of thousands could starve to death this winter if we do not get food to people.    The problem is, though there has been a lot of discussion about the airdrops, maybe a half of 1 percent, maybe 1 percent at best, doesn't do the job. The only way we can get the food to people is through the truck convoys, and now not nearly enough of this is happening.    Different organizations, the NGOs, the nongovernment organizations, food relief organizations, are all saying on present course they may be able to get enough food for half the people who need it at best. In 3 or 4 weeks there will be cold winter weather, and we will see pictures of innocent, starving Afghan children. That is a fact.    The resolution calls upon our Government to take stronger measures, with a more focused effort to get the food to people. That will be complicated. Part of it involves people who will still be trying to leave Afghanistan. Some of the neighboring countries have to open up their borders. Those people have been stopped at the borders. Then there are the people who don't leave. And the conditions in the refugee camps have to be dramatically improved.    The fact is, the people who don't leave are the poorest of the poor. They are the elderly, the infirmed; they are the children. They are the ones about whom we all worry. There have been intermittent reports--quite often when you try to confirm it, it is not clear what happened--that the Taliban itself                                 [Page: S10844]  GPO's PDF has taken some of the food. Many organizations are saying with the bombing the truck convoys can't go through.    I am not making an argument for cessation of bombing. I argue it be as targeted as possible and to avoid in every way possible bombing innocent people. There has to be a way, whether it is the creation of safe corridors, coordinated with military activity or whatever to get these truck convoys in to get the food to people. Time is not neutral. We are going to deeply regret if we don't take these steps.    The resolution expresses the sense of the Senate regarding the urgent need to provide humanitarian assistance to the civilians of Afghanistan. Well before the terrorist attack of September 11, this was the site of great hunger and displacement in the world.    Whereas, after more than 20 years of conflict, 3 years of severe drought and the repressive policies of the Taliban regime, 4 million Afghans have sought refuge in neighboring countries, and Afghan women have one of the highest maternal mortality rates in the world, and one in four children dies before the child's fifth birthday; whereas the United Nations High Commissioner for Refugees estimates that 1,500,000 additional Afghans could seek to flee the country in the coming months due to the military conflict; whereas all six countries neighboring Afghanistan have closed their borders to refugees both on security grounds and are also saying they can't provide for the refugees economically; whereas 7,500,000 people inside Afghanistan face critical food shortages or risk starvation by winter's end and are partially or fully dependent on outside assistance for survival, and of these people 70 percent are women and children; whereas the United Nations World Food Program, which we commonly call the WFP, which distributes most of the food within Afghanistan, estimates that food stocks in the country are critically short and WFP overland food shipments inside and outside the border of Afghanistan have been disrupted due to security concerns over United States military strikes; whereas the airdrops of food cannot meet the humanitarian needs of the Afghan people--and there is more to    it, but I do not have the time--and that the most effective delivery is the overland convoys of food; whereas the President has announced a $320 million initiative to respond to the humanitarian needs in Afghanistan and for Afghan refugees in neighboring countries; whereas the United States is the largest donor of humanitarian assistance, be it resolved--and this is what I am hoping to get a strong vote on--it is the sense of the Senate that, A, Afghanistan's neighbors should reopen their borders to allow for safe passage of refugees, and the international community must be prepared to contribute to the economic costs incurred by the flight of desperate Afghan civilians; B, as the United States engages in military action in Afghanistan, it must work to deliver assistance particularly through overland truck convoys and safe humanitarian access to affected populations in partnership with humanitarian agencies--that is critical--and C, the United States should contribute to efforts by the international community to provide long-term sustainable reconstruction and development assistance for the people of Afghanistan, including efforts to protect the basic human rights of women and children.    I announce this resolution today, which will be in the form of an amendment on the first vehicle for a vote, because it is critically important for the Senate to go on record with an intense and focused effort because it is who we are. It is our values to make sure these truck convoys can go forward and we can get the food to people.    A, it is who we are as a nation. It is about the values we live by and, frankly, B, it is national interest. If you have juxtaposed with military actions pictures of starving Afghan children in the winter to come, that will be used against us. We know it will be used against us. We do not want to see that happen.    I am hoping there will be a strong message from the Senate to work with the administration, to work with the NGOs, to work with the food relief organizations. X and the rest of the Policy WG/C< Thanks for all the hard work you've been putting into this.  For others out in discuss-land, X and I have been in close contact throughout this process. I'm in progress of contacting tthe three most progresive alders on tthis issue and hopefully will connect with some yet tonight--Wednesday, noon is the deadline to get the resolution to the clerk's office by one of tthe alders. ( I know them since I spent the last 6 years on the Council.) I absolutely believe that this can't and shouldn't be put off or abandoned. It will give both the supportive alders and people from the community to come out in full force to, hopefully, jam the halls of the Council meeting room -- you should all pencil it in on your calendars for 11/20; meeting begins at 6:30pm, but when this issue will come up depends on where it's located on the agenda. It will get people speaking up about the issues, both community and our representatives and I do think the Council will look really bad if they don't pass something comparable to our resolution (I'm sure the "weaker" one would be the "winner" of the two, and even that may be watered down, but if we don't bring this up now  --that humanitarian aid should be allowed to be dropped safely and have the bombing stop -- than when??????? Both the Council alders and the community will survive this, no matter what the final decision is that the Council makes that night.  We shall not be hurt by this, even if it were to take the worst case scenario and have nothing pass. The Council will simply be seen for what it is on this, and those who support it will have that to be proud of and we will be proud of them.  If we gain support by the majority, it will be glorius! I certainly don't think it will create any animosity that doesn't already exist on that body, so that shouldn't be a problem. I'll let X and the Policy WG/C know what I can further find out from certain alders and I'm sure that Policy will get back to all of us.  But, definitely, as some MAPC'ers pointed out at our last GM, we have in the past and should once again this, come out in great numbers and strength Nov. 20 supporting the resolution and those alders who support it! The war in Afghanistan is far from over.  It simply has moved into a new phase since the US has not succeeded in pacifying the country and reintegrating it back into the "global system".  The killing, the massacres and the starvation, will continue as will the inter-ethnic violence.  The Taliban has retreated but is not finished.  And neither is the US strategic project for the region. The "peace movement" must not be lulled simply because the B-52s have stopped for now. Or simply because women can move about in relative freedom, and men can shave and fly kites in Kabul.  The work of the School of the Americas goes on and the new repressive legislation, the war against domestic dissent passed in the name of a "war on terrorism," will continue well into the future. Hi Everyone,    Thanks to cable access, I heard Feingold's 12:30pm speech at the Pyle Center yesterday at about 8pm in the comfort of my own home.    Feingold praised the UN, but also spoke at length about its shortcomings.   He supports the Administration's bombing policies as self-defense, and was awfully understanding about the difficulty getting facts on what's going on over there.  Only one spontaneous question was asked--about the humanitarian crisis, wouldn't Feingold support a stop to the bombing for that?  Feingold said he might support a temporary stop, in order to deliver food.    It's sobering that even our best politicians can be so cold-hearted. Still, it does tell us where we stand.  If we could get Feingold and others to act on this, it would be a great victory.    I think our committee could help the Outreach Committee with Talking Points possibly.    See you tomorrow!
