I haven't read the bill.  Let's do that since it's  lead by Feinstein, who can be hawkish.      A truly excellent resolution S.172 has been introduced into the Senate by Sen. Wellstone.  This is a sense resolution relating to humanitarian aid to the Afghanis.  Let's ask Feingold to back it.  I couldn't tell if he has or not.  It's in the Committee on Foreign Relations now.  Wellstone submitted a speech about it in the Congressional Record of 10/18.      There's also a S.173 resolution condemning violence against Iranian-Americans.  Presumably this won't be controversial, since they've already done the same with Arab-Americans and Sikh-Americans.      This may be outside the realm of our group, but S.1473 federalizes airport security (if the House will pass something similar).  I'm not sure how Feingold voted on this.  Personally, I think it's unacceptable for a legislator NOT to vote for this.  Certainly is a more direct response to the problem than starting a war!      Hope this helps.  Looking forward to seeing you Tuesday. Hi Everyone,    Last night we decided that I would draft a resolution, and all of us on the policy committee would contribute comments on that draft.  Then we could work all those comments in.  After that, we would bring it around to all the alders for their feedback.    To develop the resolution, I looked at Madison's 9/25 resolution condemning the 9/11 attack and expressing sympathy for the victims (http://www.ci.madison.wi.us/council/ccattach/att092501/attack30314.pdf). I followed that format.    For content, I relied on Wellstone's S.172 resolution, which he introduced on 10/18 (last Thursday) and which is in a Senate committee right now.  I tried to simplify quite a bit and make it relevant to Madison.    Here is what I came up with: =============================================================== A RESOLUTION regarding the urgent need to provide emergency humanitarian assistance and development assistance to civilians in Afghanistan, including Afghan refugees in surrounding countries. Regarding the Senate anti-terrorism bill (SB 1510 - http://Thomas.loc.gov ) that passed almost unanimously (Sen. Russ Feingold, D-WI, was the exception) last Thursday and its companion bill in the House (HR 2975) that passed 337 to 79 last Friday: By voting for these bills in your respective Houses, you have betrayed both liberty and justice--those great American values that you are purporting to defend. Indeed, the freedoms guaranteed by the Constitution and Bill of Rights are one of the few things that make this country great. You should be fiercely protecting these freedoms; instead, you have betrayed them. SB 1510 and HR 2975 are unconstitutional. However, there is still time to right this terrible wrong: If both Houses negotiate a compromise between their respective bills in conference, you can take the opportunity to create a bill that does not violate the basic tenets on which this country was founded. Currently, these bills strike no balance between security and liberty. These bills both directly violate the Constitution and existing laws that ensure the public's rights to privacy and due process, and in addition, because of the vague language used to define "domestic terrorism" and what constitutes "supporting terrorism," they also pose an enormous threat to Freedom of Speech and Freedom of Assembly--the public's rights to openly criticize and thereby change policies and institutions. A major concern here is that the Powers-that-be could use this legislation to eradicate public dissent--in particular, the Administration and the Special Interests it serves (e.g., Big Oil, Big Business) could use this legislation to silence its critics among the general public. Already in a speech to Congress, the Administration's Trade Representative Robert Zoellick has outrageously equated opponents of "free trade" to terrorists. According to the ACLU, the most troubling provisions in both the Senate and the House anti-terrorism bills include the following, which should be corrected in conference: --Permits Information Sharing: Allows information obtained during criminal investigations to be distributed to the CIA, NSA, INS, Secret Service and military, without judicial review, and with no limits as to how these agencies can use the information once they have it. --Authorizes "Sneak and Peek Searches": Authorizes expanded use of covert searches for any criminal investigation, thus allowing the government to enter your home, office or other private place and conduct a search, take photographs, and download your computer files without notifying you until later. --Allows Forum Shopping: Law enforcement can apply for warrants in any court in any jurisdiction where it is conducting an investigation for a search anywhere in the country. This would make it very difficult for individuals subjected to searches to challenge the warrant. --Creates New Crime of Domestic Terrorism: Creates an entirely new type of crime, which is unnecessary for the prosecution of the "War on Terrorism." By expanding the definition of terrorism in such a way, the bill could potentially allow the government to levy heavy penalties for relatively minor offenses, including political protests. --Allows the CIA to Spy on Americans: Gives the Director of Central Intelligence the power to manage the gathering of intelligence in America and mandate the disclosure of information obtained by the FBI about terrorism in general - even if it is about law-abiding American citizens - to the CIA. --Imposes Indefinite Detention: Permits authorities to indefinitely detain non-citizens, without meaningful judicial review. --Reduces Privacy in Student Records: Allows law enforcement to access, use and disseminate highly personal information about American and foreign students. --Expands Wiretap Authority: Minimizes judicial supervision of law enforcement wiretap authority in several ways, including: permitting law enforcement to obtain the equivalent of "blank" warrants in the physical world; authorizing intelligence wiretaps that need not specify the phone to be tapped or require that only the target's conversations be eavesdropped upon; and allowing the FBI to use its "intelligence" authority to circumvent the judicial review of the probable cause requirement of the Fourth Amendment. X and the rest of the Policy WG/C< Thanks for all the hard work you've been putting into this.  For others out in discuss-land, X and I have been in close contact throughout this process. I'm in progress of contacting tthe three most progresive alders on tthis issue and hopefully will connect with some yet tonight--Wednesday, noon is the deadline to get the resolution to the clerk's office by one of tthe alders. ( I know them since I spent the last 6 years on the Council.) I absolutely believe that this can't and shouldn't be put off or abandoned. It will give both the supportive alders and people from the community to come out in full force to, hopefully, jam the halls of the Council meeting room -- you should all pencil it in on your calendars for 11/20; meeting begins at 6:30pm, but when this issue will come up depends on where it's located on the agenda. It will get people speaking up about the issues, both community and our representatives and I do think the Council will look really bad if they don't pass something comparable to our resolution (I'm sure the "weaker" one would be the "winner" of the two, and even that may be watered down, but if we don't bring this up now  --that humanitarian aid should be allowed to be dropped safely and have the bombing stop -- than when??????? Both the Council alders and the community will survive this, no matter what the final decision is that the Council makes that night.  We shall not be hurt by this, even if it were to take the worst case scenario and have nothing pass. The Council will simply be seen for what it is on this, and those who support it will have that to be proud of and we will be proud of them.  If we gain support by the majority, it will be glorius! I certainly don't think it will create any animosity that doesn't already exist on that body, so that shouldn't be a problem. I'll let X and the Policy WG/C know what I can further find out from certain alders and I'm sure that Policy will get back to all of us.  But, definitely, as some MAPC'ers pointed out at our last GM, we have in the past and should once again this, come out in great numbers and strength Nov. 20 supporting the resolution and those alders who support it! I have mixed feelings about that.  The Madison school board's decision re: the Pledge has stirred up the viper's nest of right-wingnuts.  Madison is getting a *lot* of very bad national press.  Although of course I won't simply bend over for the loons, I think we have to consider the uneven impact such a resolution would have in that context. Dear Committee,      Last night we got the mandate from MAPC to float both a stronger "stop the bombing" resolution, and a weaker one (the one posted to the discussion list and handed out last night).      I was somewhat dismayed to realize today that the deadline for filing resolutions for the next meeting is today at noon, or tomorrow at noon for addendum.      So I took the liberty of contacting by e-mail all the alders X suggested we approach (5 or 6).  I presented them with both copies.      The stronger language I inserted was to replace the next-to-last clause with "BE IT FURTHER RESOLVED THAT the United States should immediately stop military action against Afghanistan because that is the main obstacle to addressing the humanitarian catastrophe there; and."  Otherwise, it's the same as the one posted to the discussion list.      X got back to me right away saying he needs to take the weekend at least to discuss with his colleagues.  I thanked him.      I'm sorry for acting unilaterally.  The deadline got me panicked.  Now we know we have definitely missed the upcoming 11/6 Common Council meeting. Hello all, Look on the bright side - now we know where Kohl stands on the bill (bastard)... Seriously, I think it's important to give our Congressional delegation feedback on how they DID vote, as well as how we'd LIKE them to vote on future bills. So, I think calls to Kohl's office expressing our disappointment are totally in order, especially given all the info against S.1510 we presented to his office Tues morning. And we should thank Feingold for his lonely dissent (apparently they've been getting lots of negative calls). Speaking of Feingold, I finally (FINALLY!) just heard back from his office regarding setting up a meeting. It's set for Mon, Oct 22 at 10 am in his Middleton office. They took a while in getting back to me b/c they were trying to coordinate schedules with the relevant DC aides - so, we'll be meeting in person with local staff, and simultaneously with DC staff by phone. I'd like to suggest we meet before the next general MAPC meeting - say 5:45 Tues 10/16 in the Memorial Union, in the same room where the 6:30 general MAPC meeting will be. If that room is occupied, let's meet in the good old Paul Bunyan room. How does that sound? A few suggestions:     We should draft a Congressional action alert for the larger group, with talking points (including info on past votes of our reps and pending legislation) and set a day for people to call (it makes a bigger impact on offices that way). We can discuss what to include Tues night.     Although there's a lot we should continue to do on the Congressional level, I think it'd be good to come up with a plan for getting our city council to pass a sense resolution for peace, in protection of civil liberties, etc. We'd need to check to see if anything's been passed since Sept 11, figure out who on the Council to approach, talk with them about what's the best angle to take.
