Dear Madison City Alders, I have grown up in Madison and currently attend UW-Madison as an undergraduate. I am writing to encourage you to adopt the new proposition, Humanitarian Priorities in Afghanistan, that is before you next week.  Growing up here in Madison, I never knew how special this place was until I was old enough to travel and live outside of it for a while.  Madison is truly one of the most collectively aware and active places I have ever been in my short life, and I have very high hopes for the humanitarian values that we advocate as a community.  The proposal before you is a very logical extension of the compassion that people in this city express all the time, towards each other and the rest of the world.  I really hope you will all adopt the proposition so that our city can stand proudly by it's long time value of human rights. It is disturbing when the same government that is encouraging all of us to get on with our normal lives is hard at work making sure that things will never be the same in the wake of the Sept. 11 terrorist attacks and subsequent anthrax scare. Disturbing, not surprising. Some of the changes would erode our sense of privacy and freedom, and some would have real economic impacts on businesses that folks have fostered on the Internet and elsewhere. Deep in the heart of the 'Oxley bill' is a provision to allow law enforcement to open and inspect any international mail without a warrant. A couple of weeks ago, a colleague joked that it wouldn't be long before the government decided that it needed to open our personal mail to "protect us." At about the same time, a proposal to do pretty much that was making its way through our House of Representativesthe workplace of the good folks who asked us to get on with our lives while they quit early and high-tailed it out of D.C. at the first hint of anthrax in stone city. Deep in the heart of the "Oxley bill"which is the short name for the Financial Anti-Terrorism Act of 2001are provisions to allow law enforcement to poke around in heretofore personal and private financial information; to take cash from anyone who can't immediately explain where they got it; to eliminate any expectation of privacy in any international monetary transaction; and to, gasp, open and inspect any international mail without a warrant. In addition to raising the hackles of folks such as the American Civil Liberties Union, the proposal gets a thumbs-down from U.S. Postal officials. "For the first time in America's 225-year history, [this] would allow sealed, outbound international mail to be stopped and searched at the border without a warrant. There is no evidence that eroding these long established privacy protections will bring any significant law enforcement improvements over what is achieved using existing, statutorily approved law enforcement techniques," postal officials wrote Congress in regard to the Oxley bill. If that weren't enough, the Oxley bill, as proposed, would take a bite out of one of the few enterprises making money on the Internet today. Now I understand that casino gambling on the Net already violates federal and most state laws, but the impossibility of enforcement has made it one of the Web's entrepreneurial bright spots. And with gamblers reluctant to jet off to Vegas or Atlantic City, online gaming was poised to have a banner year, even if most of the money is being collected on small, rocky islands in the Atlantic. But the Oxley bill would put a major kink in the ability of these offshore to accept credit card and wire-transfer funds. Without them, they're cooked. No surprise that in addition to the gamers and the tech companies that support them, the Oxley bill is being met with vocal opposition from the credit card companies. Vice is vice, but like the Post Office's argument against tearing open international mail, nobody has yet connected the dots between the legislation and the terrorism we all loathe. How will nixing online gambling make us safer? The Financial Anti-Terrorism Act of 2001 breezed through the House and reportedly has strong support in the Senate. If it were the only attempt to change our definition of a free and open society, it would be bad enough. But it isn't. As eWEEK has reported, the euphemistically titled Uniting and Strengthening America Act of 2001 encapsulates the best of lawmakers' intentions with the worst of law enforcement expansions. With it, the FBI would have access to just about anything it wants as long as investigators say it has some foreign intelligence value. Judges will be powerless to do anything but issue an order when asked by federal investigators. Scary. I expect I was one of many persons who received last week a revised copy of my employer's policy for use of their computers and networksalong with a rundown of how they would check on me to make sure I was complying. I don't have a big problem with the warning that I'm about to be Carnivorized, but it did give me pause to think about what's been lost since the world changed six weeks ago. I never spent much time thinking about the search terms I plugged into my Google toolbar. Now I do. A second or two. Multiplied by 7,500 times a day, that comes to... a change in my life I could have done without. Hi Everyone,    Thanks to cable access, I heard Feingold's 12:30pm speech at the Pyle Center yesterday at about 8pm in the comfort of my own home.    Feingold praised the UN, but also spoke at length about its shortcomings.   He supports the Administration's bombing policies as self-defense, and was awfully understanding about the difficulty getting facts on what's going on over there.  Only one spontaneous question was asked--about the humanitarian crisis, wouldn't Feingold support a stop to the bombing for that?  Feingold said he might support a temporary stop, in order to deliver food.    It's sobering that even our best politicians can be so cold-hearted. This week Ziegler argued on KPFA radio that "only stopping the bombing will allow aid to reach the starving," and cited UN figures showing that more than seven million Afghans rely on international humanitarian aid, and are therefore at grave risk if bombing continues.  With Afghanistan1s famously severe winter approaching in November, the future of these civilians deserves to be given much greater priority. This week retired Army Col. Bob Rheault, a former Green Beret, told the San Francisco Chronicle that "you don't solve the problem by going out and killing their innocent civilians... the one thing we must not do is to further inflame the Muslim world." It seems clear that bombing civilians will only provide further fuel for the kinds of homicidal rage that killed more than 5,000 innocents in New York on September 11. Such slaughter of civilians is also morally wrong, no matter how many times President Bush assures us that they were killed by a "fight against evil." Thank you for your attention on this crucial matter.  Please resist the fear-mongering that the Bush White House is using to advance an agenda antithetical to global peace; instead, stand up for a sane alternatives to widening this war. Hi Everyone,    Just now I ran into X in the City-County Building, so I was finally able to discuss the resolution with him.    Upshot is, he'll talk to other alders and get back to me.    I tried to emphasize the 11/14 deadline.  But at this point I think I just have to wait.  I also sent another e-mail to X last night asking her to be a co-sponsor with X.    X said he'd probably talk with his fellow progressive alders before the Common Council budget meeting X tomorrow night.    So this means we won't have anything to report to the big group Tuesday most likely.    X explained to me that he believes the worst thing is to introduce a resolution and it gets 3 votes.  He felt this was destructive, sends the message the city isn't for peace, etc.  He feels it's best to float something only when you have enough support for passage.  So this may end up being debated after Thanksgiving after all.    It's interesting.  One school of thought seems to be that even an introduction of a resolution is positive since it generates debate.  Another school is that some collegiality among progressive alders must be preserved, divisiveness must be avoided, and you don't want to waste political capital on something that has no chance of passing.    So we've done what we can.  I'll let you know what I find out.    Should we do a County resolution? Greetings - This is X from the media working group.  We're compiling information about MAPC activities to put in a press pack for a press conference on Friday (about the 11/17 action), and we would very much like to include something about the city resolution you're working on.  In addition, we'd like to do some publicity about the resolution specifically (definitely press releases, perhaps a press conference).  Since I'm preparing this information for the press pack, I'd like to be able to get it by tomorrow (Wednesday) by 5pm. For the immediate situation, has the resolution language been set (so I could put a copy of it in the press pack)?  If so, would you send me a copy of it?  If you're uncomfortable having the resolution available to the press since the language isn't set yet, can you let me know what you've submitted thus far (the title perhaps)?  Also, it's my understand that you expect the resolution to come up for debate on 11/20 - can someone give me information about exactly when and where that meeting will be held and what kind of public participation is allowed?  Finally, has anyone agreed to publicly support the resolution? I expect that within the week we'll be trying to get that 11/20 meeting more into the media; perhaps your group could begin thinking about whether one or more of you would be willing to speak publicly about the resolution. Policy Folks -     The media committee needs to send the following out in the next few days.  Please forward comments to X. ==================================================================== Dear Editor:       This year Madisonians are invited to join in a Peace Parade in solidarity with the eleventh annual School of the Americas protest.  The parade is being held at MATC Truax at noon on Saturday, November 17th.  For more information call 835-7501 or go to www.madpeace.org.       Alexander Cockburn (11/02/01 'U.S. eyes sheer torture') notes that the United States government has sheltered torturers around the world.  One way the government has done this is through the Army School of the Americas (SOA) in Fort Benning, Georgia, long a U.S. military training school for torture techniques.  The School's graduates have gone on to mastermind torture and death squads in their home countries in Latin America.  In fact, SOA alumni form a who's who of notorious human rights abusers in the region.   For ten years, American citizens have protested the School of the Americas outside  Fort Benning on a Saturday in November.       Recently the Army has tried to change the image of the SOA.  They changed the name to The Western Hemisphere Institute for Security Cooperation (WHINSEC). WHINSEC continues to train military personnel of Latin American nations.  But now WHINSEC's stated mission includes training students to provide humanitarian aid, to direct peacekeeping efforts, and to protect individual human rights. To the extent that these are sincere efforts we applaud them.       However, by training Latin American soldiers in tactics of war, WHINSEC promotes and exports violence.  Besides seeking acknowledgement and redress for the terrible deeds of past SOA graduates, we also seek to change the involvement of the US Government in exporting violence, along with promotion of acts reinforcing poverty and increasing economic disparity.  In this regard, we support House Resolution 1810 of the 107th US Congress, which repeals authority for WHINSEC and calls for congressional oversight of future training of Latin American military personnel. Hi,    I'd like to help arrange letter-writing on the 11/6-7, if you think that's a good idea.    I'm on the MAPC Policy Committee, and I wonder if it would be appropriate to have letter-writing to Congress people as a companion activity at any of the Student/Youth Caucus campus events on these days?    Mailing letters per se might not be feasible.  Today I called Feingold's and Kohl's offices, and that's what they said.  Fax, phone messages, and e-mail are acceptable though.  I thought we could take resulting letters and hand-carry them to the local Congressional Rep. offices.  Or we could fax all the letters.    We would keep count of the letters and post that number on the MAPC web site, to help us feel the strength of our movement.    The reason I like letters is because people can put their feelings into their own words, and that sends a powerful message to Congressional reps about how their Constituents want them to vote.    If we ask people to go home and e-mail their Reps, they might forget.    If practical, I'd also like to have a cell phone on hand, or a pay phone with phone card available for people to phone Reps on the spot.  We would keep count of these calls too.    I can assist in the following ways:  preparing sample letters, preparing posters and labels, labeled boxes for each Rep, bringing envelopes, paper, and arranging to get the letters to the Reps afterward.  Since there's no "Stop the War" bill that I know of yet (I'll check), we'll be asking people to write that general message in their own words.  We'll supply several sample phrasings of course.    Unfortunately, I work during the day and probably will be tied up on the evening of 11/6.  So we'd need to designate other individuals to announce the letter-writing at each event, be there to keep track of everything, and round up the letters as people leave.    The way I imagine this is that even short letters that people dash off right before the lecture begins, or just as they leave can get their point across.    The people who attend these events are already pretty motivated.  We're just helping to turn this into political impact.    Let me know what you think of this idea.    If so, please provide feedback on the number of people expected at each event, proximity of pay phones, etc.  Also, do you know anyone who has a cell phone, from whom we could economically buy local minutes?  Similarly, fax (perhaps UW Greens has one?).    I'll talk with the Policy committee Sunday night to see if we can't come up with some sample letters.
