Folks - Please read the following message before circulating any further the piece about Nancy Oden being detained at an airport in Maine.    The facts in the case are unclear - and we've decided to withhold any judgment about the case until we can get to the bottom of it.  Appearances are that the incident has been way overblown.  This said, the police riot in Hartford last week was a fairly serious incident, and very well-documented, and clearly DID target Green Party leadership in town, as well as other organizers in the local movement. Anyway, here's an alternative point of view from Walt Sheasby, a California Green: The Nov. 3 article from the Bangor Daily News seems to establish that Nancy Oden was not targetted because of having been flagged in a computer search. If that were the case, it would have profound consequences, and the small incident at the Bangor airport would be a harbinger of an even worse stampede toward a police state than Bush and the Republicrats have urged. The exaggeration of the hassle caused by Nancy Oden's apparent ire at being screened (something we all sympathize with) into a case of being apprehended by a computer plugged into the FBI's Most Wanted List of terrorists and their supporters is indefensible, and the GPUSA owes an apology to all anti-war groups. Crying "wolf!" in these difficult times is very irresponsible. As far as is known at this time, no U.S. anti-war or anti-globalization have been put on the list created by the FBI for the Patriot Act implementation. A similar alarmist report to GPUSA's has been made recently that the "Anarchist Faction" has been targeted on the new list. Actually, this is a specific group in Greece which has been responsible for bombings and assassinations. They have nothing whatsoever to do with the anti-capitalist globalization protests. The full and proper name of the group is "The Anarchist Faction for Subversion." The Patriot Act must be repealed, and the left must unify in demanding this from our representatives in Congress. But exaggeration has never been of any help, and paranoia only serves the cause of the "terrorists" holed up at 1600 Pennsylvania Avenue. Together we can smoke them from their cave, and that means a united campaign for the Presidency in 2004 by the Green Party of the United States and its supporters. And in 2002 there must be hundreds of anti-war candidates running as Greens. This will be our best chance to turn around public opinion and make sure that it is the hawks of war who are targeted as Public Enemies. Viva la Causa Verde! Walt Contreras Sheasby LEADER OF GREEN SPLINTER GROUP FIBS ABOUT AIRPORT HASSLE In an official press release from its Chicago headquarters, the Greens/Green Party USA, a small splinter group that opposes recognition of the Green Party of the United States as the electoral voice of the movement that ran Ralph Nader for President in 2000, declared that one of its leaders was stopped from boarding a flight after a check turned up her name was on a computer list because the organization opposes the U.S. bombing of Afhanistan. The release said: <Armed government agents grabbed Nancy Oden, Green Party USA coordinating committee member, Thursday at Bangor International Airport in Bangor Maine, as she attempted to board an American Airlines flight to Chicago. "An official told me that my name had been flagged in the computer," a shaken Oden said. "I was targeted because the Green Party USA opposes the bombing of innocent civilians in Afghanistan."> The press release was relayed around the nation as a first signal of the reach of the new draconian Patriot Act. But it turns out that Nancy Oden was apparently not barred because of a computer check, but because she did not comply with standard screening for weapons. While who said what is not clear, it appears that her name was not flagged by a computer search of potential terrorists or their supporters, according to a news report in the Bangor Daily News on Nov. 3. While the undue harassment of airline travelers is to be condemned, it does not seem that this incident warrants fears of a major violation of Constitutional guarantees of free speech, as it first appeared. The group that Nancy Oden leads is nevertheless using the incident to draw attention and support to itself. One member of the group's National Council urged: <The first thing to do is to organize a committee, include spokesperson/ spokespersons. Contact civil liberties organizations including the National Lawyers Guild, the ACLU ... IT AIN'T OVER 'TILL IT'S OVER: What to watch for in Afghanistan By X The fall of Kabul and other Afghan cities has led many Americans to believe that the war is swiftly drawing to a close.  The U.S. media is creating the impression that the takeover has brought 23 years of war, instability and oppression to an end. Nothing could be farther from the truth.  Paraphrasing Yogi Berra, the war ain't over 'till it's over. First, in a country that traditionally has lacked centralized authority, the takeover of the capital city does not yet mean the conquest of all of Afghanistan.  Taliban forces are regrouping in and around their de facto capital of Kandahar, where some factions plan to wage a guerrilla war.  Afghans did not beat the British and Russian invaders by holding the cities, but by waging ferocious resistance from mountain strongholds. If Taliban or other Pashtun fighters launch a Chechen-style hit-and-run defense, the war could drag on for years. The result of a new guerrilla war would be the complete ethnic partition of Afghanistan into a Pashtun south and non-Pashtun north.  The media has highlighted the renewed food aid shipments into Afghanistan, but without noting that food has been used by all sides as a weapon, with militias seizing aid shipments for their supporters, and blocking food from their enemy's territory. Second, the Northern Alliance rebels' seizure of Kabul merely resets the clock back to 1992, when as the mujahadin they took the city from Najibullah's Communists. Not only did the non-Pashtun mujahadin execute Pashtuns, and legislate the first limits on women's rights, but they quickly turned on each other.  Their four years of in-fighting left 50,000 dead, and led Afghans and the West to welcome the Taliban as stabilizing "liberators" in 1996. Since then, Northern Alliance rebels have had a reputation as corrupt "looters and rapists," according to a recent statement by the Revolutionary Association of Women of Afghanistan (RAWA), and have taken control of up to 80 percent of Afghanistan's opium trade.  The returning Northern Alliance rebels are again executing Pashtuns in the city, much as returning Albanians attacked Serbs in Kosovo two years ago. But the Northern Alliance seizure of Kabul gives it a central role in any new Afghan "coalition" government, because possession is nine-tenths of the law. Third, even if the U.S. or U.N. manages to form a shaky "coalition" government, the conflict may only restart, as it did in 1992 and in 1996.  All Afghan ethnic and political factions will assume their claim to power will be recognized by the U.S. powerbrokers. When they realize that Washington intends to split the difference, some of them may quickly turn on their former allies. Washington attempted to build a multiethnic coalition under the aging King Zahir Shah in 1992, and failed miserably.  It tried to build a similar coalition that same year in Somalia. One of the fundamental errors made by the U.S. in Somalia was an assumption that its unifying intentions would magically satisfy all militia factions.  The other mistake it made was to only recognize militia warlords as legitimate political players, and ignore civil society and clan elders. An Afghan regime that only patches together the guys with the guns, and leaves out the vast majority of Afghan women and men, will merely reward the past two decades of violence, and set up up another U.N. "peacekeeping" force for failure. The West supported the mujahadin takeover of Kabul in 1992, the Taliban takeover in 1996, and now the Northern Alliance takeover in 2001. Its aims were usually to  "liberate" Afghanistan from the last regime it supported. Washington's initial support for militant Islamist groups in Afghanistan (like Israel's support of Hamas, and Egypt's support of the Muslim Brotherhood) ultimately blew up in its face.  Yet because the militant Islamists are today virtually the force exploiting public opposition to poverty, corruption, and foreign occupation in the Muslim world, repressing them only legitimizes their growing popularity. Instead of backing or repressing far-right Islamic populist groups, the West and its client governments could be posing popular alternatives to draw frustrated citizens away from them. Instead, the U.S. is merely repeating old mistakes by crushing the Taliban, while hailing new Islamist militant groups such as the Northern Alliance. But there is a method to this madness, more to U.S. aims in the region than is readily apparent. Afghanistan has historically been in an extremely strategic location straddling South Asia, Central Asia, and the Middle East. Will the U.S. attempt to use the current crisis to establish a permanent presence in the region? Each recent large U.S. intervention has left behind a string of new military bases in a region where they had never before had a foothold  The Gulf War left behind large U.S. bases in Saudi Arabia and three other Gulf states--the main Bin Laden grievance that fueled the September 11 attacks. Military interventions in former Yugoslavia resulted in U.S. bases in four countries, including the sprawling Camp Bondsteel complex in Kosovo.  Were the military bases merely built to aid the interventions, or did the interventions occur partly in order to station the bases? The U.S. military is inserting itself into strategic areas of the world, and anchoring U.S. geopolitical influence in these areas, at a very critical time in history.  With the rise of a new European economic superpower, and increased economic competition from East Asia, U.S. economic power is perhaps on the wane.  But in military affairs, the U.S. is still the unquestioned superpower. Why not project that military dominance into new strategic regions as a future counterweight to its competitors? French President Jacques Chirac correctly viewed the U.S. role in the Persian Guld as securing control over oil sources for Europe and Japan. Afghanistan lies along a proposed Unocal pipeline route from new Caspian Sea oil fields to the Indian Ocean.  Allied checkpoints are now being set up along the Afghan highways that would serve as potential routes for the pipeline. Major tests for U.S. policy lie in the days and weeks ahead.  Will special forces switch to fighting against guerrillas in Afghani or Pakistani mountains?  Will Bush flatten Kandahar like Putin flattened the Chechen capital of Grozny last year? Will the Northern Alliance be allowed to dominate Kabul (like the Kosovo Liberation Army became the UN "police force" in  Kosovo)?  Will a new "coalition" government stay together, or only give a seat at the table to anyone carrying a Kalashnikov or RPG launcher? Will Bin Laden really be captured, or (like Saddam) be allowed to live in order to justify a permanent stationing of U.S. troops? Will anthrax be used as a new excuse to bomb and invade Iraq? Finally, will the new U.S. military bases in Afghanistan, Uzbekistan, Tajikistan and Pakistan become permanent outposts guarding a new oil infrastructure? A failure of the U.S. to pull out of the region after the war, to leave behind a government that truly represents Afghani civilians, or to lure Muslims away from militant groups, will only give impetus to new Bin Ladens, and to future September 11s. Hello, I know many people are worried about the "law and order" response to the Peace Parade scheduled for this coming Sat. (11/17) at 12:00 Noon outside the gates of Truax Air Force Base near MATC in Madison.  It is hard to predict what will happen.  Having been in lots of protests, I tend to prepare for the worst and I would encourage others to do the same.  No matter what we call the event - parade, vigil, protest, march, memorial, etc. etc. - the reaction may be exactly the same by the police. In terms of direct action, I agree with many others that the "least threatening" tactics are preferable.  Personally, I'm not in favor of blocking the gates, climbing the fence, or otherwise creating a situation where authorities feel compelled to respond and/or arrest people.  Of course, they could still pepperspray someone for merely carrying a bouquet of flowers - such are the times we live in... At any rate, three relatively "mellow" and somewhat "fun" direct action tactics people have been tossing around for Saturday's event include: 1.) Decorating the fence with statements of resistance, demands for peace, etc. etc. - this could include poems, quotes, balloons, paper cranes, posters, large photos of Afghani children, etc. etc.  This tactic worked very well in Quebec at the FTAA protests and got a lot of media coverage. 2.) Mock minefield with similar looking "cluster bombs" and "food packages" strewn along the roadside and entrance that people could pick up and discover their fate by reading the explanation on the bottom.  The UW Greens in conjunction with the International Campaing to Ban Landmines has done similar mock minefields on UW Library Mall with a good public response. 3.) Propaganda flights with people making paper "F-16s" out of copies of the UN Declaration of Human Rights, Geneva Convention, photos of refugees, etc. etc. and tossing them over the fence.  This tactic has been used by solidarity groups  - a common nickname is the "Zapatista Airforce." At any rate, these "mild" direct action tactics (and possible others) I hope can be discussed at the Student Youth Caucus meeting tonight and at the full MAPC meeting tomorrow.  Hopefully, there is enough space and trust within the coalition umbrella for such activities to occur. Just a heads up that the MAPC logo will be on the agenda for Tuesday night's general membership meeting, and a few comments (okay, I lied - lots of comments) since I may not be able to attend the whole meeting. While (AFAIK) we've never voted on this, the peace sign wrapped around the globe has become the de facto MAPC logo.  (IIRC the general membership referred the logo question back to the Arts & Culture WG, and they couldn't come up with anything better.) The Student/Youth Caucus has objected to this logo, and designed a new one, which will be presented on Tuesday.  (As I understand it, the problem is that the peace sign is tied to a particular historic era, and carries baggage which is too hippie-ish -- as opposed to activist.  There is also concern that the grey-scale of the logo does not reduce or reproduce well.) Their proposed logo has a half-globe, without peace sign, with paler images of the globe radiating out from it.  (Lousy description, I know.) I sympathize with the S/YC's objections, but I like their proposed graphic even less than the one we've been using.  To me, it's not particularly distinctive, and a globe alone just doesn't say "peace" to me.  It could just as easily be the logo graphic for a global telecommunications corporation. Then again, I'm not sure that any graphic we pick to represent "peace/anti-war" will be acceptable to and truly representative of the whole Coalition.  The Vietnam-era peace sign is, well, Vietnam era, and doesn't represent the new generation of activists.  The dove has a longer history, but strikes me as a bit too "Pacifist" in image, as does the rifle with a flower in its barrel, broken rifle, broken bomb, and a few others.  The other predominant image from the Vietnam era, the clenched fist, of course, has the opposite connotation.  We've already been through the discussion of incorporating the symbolism of the American flag; some of us think "peace is patriotic" and others of us think U.S. nationalism is part of the problem. And while the globe could well be something that none of us object to, it really doesn't symbolize anything that distinguishes us from the other side. "Madison area" is tough to symbolize graphically.  The most identifiable symbols are architectural (the State Capitol), and we have nothing to do with state government.  Doing something with the outline of the state and highlighting the Madison area really doesn't work graphically.  And I doubt that anyone would recognize that a satellite view of the Four Lakes was anything other than a Rorschach inkblot test. We could try to have a symbol for everyone, incorporating lots of different images in the logo, but the result would likely be an unwieldy mess. My personal opinion at this point is that we should either (1)come up with a graphic that is brand new -- no baggage from past movements or ideologies -- (and I have no earthly idea what this would be); or (2) just go with a "words-only" logo, using a very distinctive typestyle and arrangement of the words in our organization name.  If the typestyle and arrangement are distinctive enough, IMO the logo will be recognizeable and identifiable, and would avoid the symbolism & baggage problems inherent in selecting any graphic image for a diverse coalition. Hello, Below is an electronic version (available at www.abffe.com) of a letter recently sent to booksellers nationwide from the American Booksellers Foundation for Free Expression (ABFFE) based in NYC.  It speaks volumes about the climate of fear and imposed political conformity that has been precipitated by the counter-terrorism legislation.  I fear further erosion of our civil liberties lies ahead - don't take anything for granted anymore in this "democracy"... - X, Madison ************************* November 1, 2001 Dear Bookseller, Last week, President Bush signed into law an antiterrorism bill that gives the federal government expanded authority to search your business records, including the titles of the books purchased by your customers. This letter contains our best legal judgment on what you should do if you are served with a court order under the Foreign Intelligence Surveillance Act (FISA). Under the new law, the director of the FBI may seek an order "for any tangible things (including books, records, papers, documents, and other items) for an investigation to protect against international terrorism or clandestine intelligence activities." The request for such an order is made to a judge who sits in a special court that is sometimes called the "spy court." The judge makes his decision "ex parte," meaning there is no opportunity for you or your lawyer to object in court. You cannot object publically either. The new law includes a gag order that prevents you from disclosing "to any other person" the fact that you have received an order to produce documents. ABFFE is deeply concerned by the potential chilling effect of court orders issued to booksellers under this new law. Normally, when a bookseller receives a subpoena for customer information, he or she has the opportunity to ask the court to quash the order on First Amendment grounds. In several cases, booksellers have successfully resisted subpoenas. Under FISA, however, booksellers may not have this chance. Depending on the wording of the order, the bookseller may be required to immediately turn over the records that are being sought. Nevertheless, ABFFE's advice to booksellers who receive a court order under FISA remains the same as it is to those who receive a subpoena. The first thing you should do is call your attorney. Then, either you or your attorney should contact ABFFE so that we can put you in touch with lawyers who are familiar with the law surrounding the privacy of bookstore records. Although the wording of the law seems to suggest that contacting anyone about the court order is forbidden, it is ABFFE's belief that you remain entitled to legal counsel. Therefore, you may call your attorney and/or ABFFE. Because of the gag order, however, you should not tell ABFFE that you have received a court order under FISA.  You can simply tell us that you need to contact ABFFE's legal counsel. Legal counsel is important even in cases where it is not possible to challenge a court order. It may be possible for you to have a lawyer present during a search of your store records. If so, the lawyer will be able to help you ensure that there is no violation of the privacy of your other customers. However, it is possible that the FBI will demand immediate access to your records. If the agents are unwilling to permit you to contact your attorney, you should cooperate with them. Otherwise, you may be arrested for disobeying a court order. If you have no choice but to turn over records, the best thing you can do is help the FBI find the information that it is looking for and thus avoid exposing the records of other customers. If you have legal questions after the search had been conducted, you can call your attorney or ABFFE will put you in touch with its lawyers. At times of national crisis, civil liberties are very vulnerable. Although the new antiterrorism law contains a number of provisions that were deeply disturbing to civil libertarians, it passed the House by a vote of 356-to-66. In the Senate, Russell D. Feingold of Wisconsin was the only dissenting vote. We believe the climate of opinion will eventually shift, allowing a reasoned debate of the dangers posed by these provisions. In the meantime, ABFFE will continue to work to remind public officials of the danger of sacrificing free speech in the quest for security. I want to take this opportunity to thank ABFFE members for their support and to urge anyone who isn't a member to consider joining now. Shooting at Qatari air base BBC World News Report Officials in Qatar say that security forces have shot dead a Qatari national after he opened fire on an air base in the Gulf emirate. The man, named as Abdullah Mubarak al-Hajri, opened fire at 1030 (0730 GMT) on Wednesday on the Al-Adid base 40 km (25 miles) south of the capital Doha, the official Qatari news agency reported. According to the US embassy in Doha, an unknown number of Americans were injured in the attack, but in Washington the Pentagon said it had no such information. The air base is being used by US military aircraft, in line with a military cooperation agreement between the two countries. the BBC Middle East correspondent says the attack will heighten fears of the Arab states rulers that their populations are opposed to any support for the US-led campaign against Afghanistan and the al-Qaeda network. Security fears The attack comes ahead of the opening of a World Trade Organisation [WTO] conference in Doha on Friday. Security is tight in the runup to the WTO meeting WTO chief Mike Moore said the attack was not related to the conference, and would not affect it. Organisers of the conference have considered moving it to a different venue following security fears in the wake of the 11 September attacks, but Qatar fought to keep it. The United States trade representative, Robert Zoellick, said he had decided to keep the size of his delegation "as small as possible" for security reasons. Doha was originally chosen in an effort to stem the likely mass of protesters, who were instrumental in making the last WTO meeting in Seattle in 1999 an ignominious failure. According to Dagsavisen, a reputable newspaper in Norway, a Norwegian student in biochemistry was expelled from the University of Alabama due to beeing seen as a security threat. The logic - according to the newspaper - goes like this: (a) He is a foreigner and (b) he had access to microbes. He was expelled five days prior to his final exam, and following three and a half years of studies. The University of Alabama refuses to give him any documentation on his studies there. I strongly support X call to keep the MAPC Nov. 17 event family-friendly and nonconfrontational.  Publicity has already gone out seeking to set that type of tone and attract people on that basis. MAPC is still in the process of establishing its identity in the Madison community.  Our effectiveness could easily be hurt by a few individuals who share our goals but feel compelled to chose their own tactics while marching under our banner. A member of our church passed out copies of MAPC's Peace Parade & Memorial flyers to members of the congregation during announcements on Sunday, and during the parish meeting which followed I was elected to chair our Social Action Committee.  The tone of the event on 11/17 could well decide whether our Social Action Committee and comparable groups in other Madison churches decide to join the MAPC coalition.  It only takes one or two people pursuing their own "radical" tactics to siphon off almost all the media attention and set the tone of the event in the mind of most of the public. I would like to see today's general membership meeting call on all who join us on Saturday to commit to keeping the event family-friendly and nonconfrontational.  If we approve a statement to that effect, I recommend that it be sent to the Chief of Police, in a spirit of openness.  It would be a mistake to start with the assumption that the Madison police are our enemy. A month ago I sent the following message to two members of the Outreach and Education Committee (below) which is still relevant. 'Date: Tue, 9 Oct 2001 Subject: Outreach Committee I have a concern that I hope you will raise with the committee.  It seems to me that while many groups who are potential coalition members would agree with the 3 MAPC goals, they would want to know HOW the coalition will pursue these goals before deciding to join.  Most church groups, for example, would probably like to see an explicit commitment to openness and nonviolence and a disavowal of the idea that the end justifies the means.  I recommend that this committee develop a proposal, in broad language, for adoption at the next general meeting.  This might involve, for example, a sentence to be used immediately below the name of our group, Madison Area Peace Coalition, in all the literature we develop, such as:  "Committed to nonviolent action aimed at breaking the cycle of hate and violence."
